Site work and paving for a mixed-use development in West Milford, New Jersey. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

**As of June 8, 2020, this project has not yet been awarded. A timeline for award has not yet been established. Bid proposals must be submitted on the forms supplied by the County. Bidders must submit one (1) original and two (2) copies of its bid plus one (1) on CD or USB Flash Drive. In light of Executive Order 107's restrictions on public gatherings to mitigate the spread of COVID-19, the County of Passaic cannot accommodate hand delivery of bid proposals due to public access restrictions. Bid proposals are to be submitted via certified mail or overnight delivery. The work on the Project includes furnishing of all labor, materials, and equipment necessary or required to complete the tasks set forth in the Project specifications and as shown on the construction plans. The principal items of work to be constructed, along with approximate quantities, are as follows: Base Bid Items Item Quantity Unit Clearing Site 1 LS Clay Infield Mix 1 LS Backstop, Perpendicular Arch 3 UN Vinyl Coated Chain Link Fence, 10' High 2130 LF Vinyl Coated Chain Link Fence, 6' High 2497 LF Vinyl Coated Chain Link Fence, 5' High 252 LF Concrete Dugout and Bleacher Slab, 4" Thick Reinforced 5205 SF Dugout Bench, 15' Long 12 UN Bleacher, 5-Row Non-Elevated 6 UN HMA Milling, Variable Depth (1" -3") 3452 SY HMA 9.5M64 Surface Course, 2" Thick 3452 SY Pavement Striping and Markings 1 LS Reinforced Concrete Sidewalk, 4" Thick 33 SY Rake Existing Surface to Remove Stones 1 LS Seed, Fertilize, Lime and Mulch 1 LS Sun Shelter Including Slab and Foundation 1 LS Playground 1 LS Pervious Pavement Path, 6' Wide 1612 SY Respondents are required to comply with N.J.S.A. 10:5-31, et seq., P.L. 1975, c. 127, N.J.A.C. 17:27-5.2, and all other applicable laws, regulations, or ordinances concerning affirmative action goals and equal employment opportunity. Pursuant to N.J.S.A. 40A:11-24, the Passaic County Board of Chosen Freeholders reserve the right to consider the bid proposals for sixty (60) days after the receipt thereof. Moreover, the Board reserves the right to reject any and all proposals in accordance with N.J.S.A. 40A:11-13.2, and waive minor informalities not considered material defects under N.J.S.A. 40A:11-1, et seq. On March 9, 2020, New Jersey Governor Phillip Murphy issued Executive Order No. 103 declaring a Public Health Emergency and State of Emergency in New Jersey because of the Coronavirus 2019 disease (hereafter "COVID-19"). Thereafter, Passaic County Administrator Anthony J. DeNova, III signed Administrative Order No. 20-01, that among other actions, closed all County of Passaic ("County") facilities to the public. Consequently, the County shall not be permitting the public to enter and view RFP and bid openings until Administrative Order No. 20-01 is rescinded. In compliance with Local Finance Notice 2020-01 issued by the New Jersey Department of Community Affairs, Division of Local Government Services, the Passaic County Purchasing Agent shall provide each respondent and/or bidder explicit instructions on how to remotely access the bid opening. In order to be a participant to our virtual bid opening and to receive our virtual invitation, you will be required to provide us with a valid email address when downloading bids. The County shall live stream all bid openings, clearly announce the title of the bid and display each sealed bid package, back and front, for the camera prior to the bids being opened. The contents of each bid package shall be read aloud upon opening, including the price(s) and noting, at minimum, the presence of any documents required to be part of the bid submission. After the close of the bid opening, the bid package of the apparent low bidder shall be fully scanned and posted at Online. The bid opening shall be recorded and archived.
