The Township of West Milford is seeking proposals for professional services for the registration services and administration of abandon, vacant and foreclosed mortgage properties. The selection of a vendor to provide professional services is not subject to the provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. The selection is subject to the New Jersey Local Unit Pay-to-Play Law N.J.S.A. 19:44A-20.4 et seq. and Township of West Milford Ordinance 2006-020 as amended and supplemented (copy attached to the RFP) which requires the submission of certain affidavits, which shall be considered by the Township in its determination of the responsibility of the lowest bidder. The Township has structured a procurement process that seeks to obtain the best services on behalf of the Township while establishing a competitive process to assure that each person and/or firm is provided an equal opportunity to submit a proposal in response to this RFP. A professional services contract will be awarded as provided by law at a public meeting. The Township of West Milford reserves the right to award the contract to the lowest responsible bidder. The Township Council reserves the right to reject any and all bids or to accept such bids as it may deem to be in the best interests of the Township of West Milford, and reserves the right to waive any informality in the bids received, and the right to consider the bids for sixty (60) days after their receipt. Bidders are required to comply with the requirements of P.L. 2004, c. 57, which pertains to the New Jersey Business Registration Requirements (N.J.S.A. 52:32-44) and the requirements of N.J.S.A. 10:5-31et seq. and N.J.A.C. 17:27 which pertains to affirmative action rule and P.L.1977, c. 33, which refers to the statement of corporation ownership. The method of contractor selection has not been determined at this time.
