Site work, new construction and renovation of a mixed-use development in Salem, Virginia. Conceptual plans call for the construction of a 10,115-square-foot medical facility; for the renovation of a 6,500-square-foot medical facility; and for site work for a medical facility.

Department of Veterans Affairs (VA), Network Contracting Office (NCO) 06 intends to release a request for proposal for project 658-317, Consolidate ICU SPACE (BLDG. 143), Salem VA Medical Center, 1970 Roanoke Boulevard, Salem, VA 24153-6404 The Contractor shall provide all labor, supervision, materials and equipment to professionally to complete work associated with the Consolidate ICU construction and renovation as described and shown in the construction specifications and drawings. Work includes construction of 10,115 sf of new space and renovation of 5,500 sf of existing space for the co-location of intensive care units (current ICU and PCU spaces) at the Medical Center. The construction/renovation project shall provide a fully functional and efficient Intensive Care space to ensure the Medical Center remains capable of providing safe, high quality care to our veteran population. All work to be completed within 720 calendar days from issuance of Notice to Proceed (NTP). Proposals due approximately 30 days later. Dissemination of the solicitation, specifications and drawings is limited to electronic medium. All interested Offerors (primes & subcontractors) should register at https://beta.sam.gov/ so that others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. An Offeror's mailing list WILL NOT be prepared nor distributed by the CO, as it is the Offerors responsibility to register at the https://beta.sam.gov/ website. Solicitation amendments to the solicitation will be posted at https://beta.sam.gov/. Paper copies of the amendment will NOT be individually mailed. No other notification of amendment(s) will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.215-1 [Instruction to Offerors Competitive Acquisition], Paragraph (b) [Amendments to solicitations]. This solicitation will be issued pursuant to the authority under Public Law109-461 (38 U.S.C. 8127) and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be a small business under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified in the following websites: http://www.vip.vetbiz.gov, http://www.sams.gov, Dun & Bradstreet, VETS-4212, to name a few, to be eligible for award. Offerors MUST ensure registration in these websites are accurate, complete and have not expired prior to proposal due date. In accordance with Veterans Affairs Acquisition Regulation (VAAR) 852.219-10(d)(3), the SDVOSB Contractor or SDVOSB Sub-Contractor is required to perform a minimum of 15% of the construction work on the project. Estimated Price Range: Project magnitude is between $5,000,000.00 and $10,000,000.00. NAICS/Size Standard: The North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220, with a small business size standard of $39.5 million. All work to be closely coordinated with the VA Contracting Officer (CO) and Contracting Officer's Representative (COR). All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. Bid, Payment and Performance will be required. Offerors are responsible for visiting the Contracting Opportunities website periodically for updates.
