Requests for clarification are due Thursday, May 28, 2020 1:00:00 PM [(UTC-05:00) Eastern Time (US & Canada)]. The project consists of approximately 2,950 square yards of milling/removing existing pavement and subbase materials, fine grading roadway, placing stone subbase, base course and wearing course, installing miscellaneous erosion and sediment control facilities, replacing storm inlets and cross pipes, constructing curb ramps and miscellaneous curb and sidewalk improvements on Stanley Avenue and Hoffert Street for the Borough of Fountain Hill. Each proposal shall be accompanied by a Bid Bond in the required form, certified check, bank cashiers check, or other security acceptable to the Owner in the amount of 10% of the total Base Bid. Bids will be effective for 60 calendar days from the Bid opening date except as permitted by law, and may not be withdrawn during this period. This project is funded partially through a Community Development Block Grant (CDBG). The low-bid Contractor must seek Minority and Women Business Enterprise (MBE/WBE) Firm participation in obtaining subcontractors for construction work, equipment, service, and supplies in accordance with goals and objectives of Executive Orders 11625 and 12138. The project is subject to minimum wage rates in accordance with the Davis-Bacon Act. Specific requirements for bidding are described in the Bidding Documents. The project is subject to the provisions of the Public Works Employment Verification Act, and Non-Discrimination and Equal Employment Opportunity regulations. The Borough of Fountain Hill reserves the right at its option to waive any informalities, irregularities, defects, errors or omissions in any or all of Bids, and to accept or reject any or all parts of the Bids which in its judgment is in the best interest of the Borough.
