Demolition, site work, new construction and renovation of a clubhouse / community center in Bedford Hills, New York. Completed plans call for the demolition of a clubhouse / community center; for the construction of a clubhouse / community center; for the renovation of a clubhouse / community center; and for site work for a clubhouse / community center.

Estimated Range is $2.8 - $3million. The contract awarded pursuant to this bid will require the contractor to enter into the project labor agreement included in the Bid Documents. Accordingly. Pursuant to Section 222 of the New York Labor Law, this bid is exempt from the requirement for separate specifications (known as the Wicks Law). Each bidder shall submit with its bid a separate sealed list that names each subcontractor that the bidder will use to perform work on the contract, and the agreed-upon amount to be paid to each, for: (a) plumbing and gas fitting, (b) steam heating, hot water heating, ventilating and air conditioning apparatus and (c) electric wiring and standard illuminating fixtures. The work consists of renovations to Bedford Hills Community House including but not limited to roof insulation and shingle replacement, exterior wall repair, partial window replacement, terrace improvements, a new elevator and enclosure, new/renovated toilet rooms, kitchen alterations, interior finish upgrades, HVAC system replacement, electrical power and lighting upgrades, and plumbing improvements associated with the kitchen and toilet rooms. The project is located at 7 Church Street, Bedford Hills in the Town of Bedford. All work shall be in accordance with the Plans and Specifications as directed by the Owner's Representative and Professional Architectural/Engineering Team. The work shall be substantially complete by June 25, 2021. Bids shall be made on the separate Bid Proposal Forms furnished with the Specifications and must be accompanied by a Bid Bond acceptable to the Town or a certified cashier's check drawn on a solvent bank in the amount of not less than 5% of the total amount of the Bid. Checks shall be made payable to the Town of Bedford, New York, and are to be held by the Town as a guarantee for the proper execution and delivery of the Contract and bonds to secure the faithful performance thereof. In default of such execution and delivery of Contract and Bonds, the amount of the deposit represented by the check shall be forfeited to and retained by the Town of Bedford as liquidated damages. All bid security, except those of the three low bidders will be returned after formal analysis and evaluation of Bids received. The bid security provided by the three low bidders will be returned after the execution of the Trade Contract and the Project Labor Agreement. Forty-five (45) days after the opening of the bids, if the bidder has not received notice of contract award, upon bidder's request, the bid security will be returned. The Town of Bedford will require the successful bidder to provide separate Performance and Labor & Materials Payment Bonds in the amount of the contract price and in the form specified in the Bid Documents. As required by Section 222 of the New York Labor Law, the Town of Bedford will require each contractor and subcontractor performing work on the Project to participate in apprentice training programs in the trades of work it employs, which programs must have been approved by the New York State Department of Labor for not less than three (3) years and must have at least one apprentice currently enrolled in the training program All bidders are urged to register to ensure receipt of all necessary information, including bid addenda. All Requests for Information must be sent in writing to the Architect via email (bmangan@kgdarchitects.com). To the fullest extent allowed by law, the Town of Bedford reserves the right to reject all bids, to re-advertise for new bids, to reject any bid that contains an omission(s), an exception(s) or modification(s), or in its sole discretion to waive what it deems to be an informality or irregularity in the bidding process, to waive what it deems to be an informality, irregularity, omission or technical defect with respect to a specific bid proposal received and to afford any Bidder an opportunity to remedy any informality or irregularity if it is in the Town of Bedford's interest to do so
