The South Jersey Transportation Authority ("SJTA") is seeking qualified design/build firms with experience in Programmable Logic Controller (PLC) replacement and control systems integration to perform design and construction services for the improvements of the Atlantic City Brigantine Connector Tunnel control systems. Proposals submitted in response to this RFP must be of sufficient detail to allow the SJTA to evaluate the proposer's demonstrated experience, qualifications, financial capability, and work plans. Each proposal submitted must be accompanied by a proposal guarantee in the form of a proposal bond, certified check, or cashier's check in the amount of 10% of the Lump Sum Proposal, not to exceed $20,000. Said bond or check shall be held as a guarantee that in the event a proposal is accepted, a contract will be promptly executed, acknowledged and accepted by the Proposer, and in default thereof, said proposal security in the amount represented thereby shall be forfeited to the Authority as liquidated damages. Any proposals received after the date and time listed above will be returned to the proposer unopened. Proposals must be enclosed in sealed envelopes, securely fastened, and marked on the exterior with the name and address of the proposer, proposal due date and the title "Atlantic City Expressway (ACE) Connector Tunnel Communications System Design Build Project". The Authority, in accordance with law, reserves the right to reject any or all proposals either in whole or in part and also to waive any informality in any proposal or proposals so received. To qualify for consideration, firms are required to submit prequalification status with a State of New Jersey Department or Authority as outlined in the Request for Proposal document.
