County reserves the right to accept or reject any and/or all bids, to waive irregularities and minor technicalities, and to request resubmission. Also, County reserves the right to accept all or any part of the bid and to increase or decrease quantities to meet additional or reduced requirements of County. Any sole response received by the first submission date may or may not be rejected by County depending on available competition and current needs of County. For all items combined, the bid of the lowest, responsive, responsible bidder will be accepted, unless all bids are rejected. The State of Florida Office of Supplier Diversity provides the certification process and maintains the database of certified MBE/DBE firms. The Work will be completed and ready for final inspection within the specified calendar days from the date the Contract Time commences to run. Completion time shall be based on Bid 'A' for 240 calendar days or Bid 'B' based on 300 calendar days time at the County's sole discretion. Liquidated Damages: If the successful Bidder fails to achieve substantial completion of the Work within the contract time and as otherwise required by the Agreement (to include not only the entire Work but any portion of the Work as set forth therein), the County shall be entitled to retain or recover from the successful Bidder, as liquidated damages and not as a penalty, the sum of $691.00 per calendar day, commencing upon the first day following expiration of the contract time and continuing until the actual date of substantial completion.
