Bids will be received electronically by the Director, Central Procurement Office (CPO). Port of Seattle, CPO :Bid Desk, via email at constproposalortseattle.org until May 21, 2020, 2:00 p.m. for: T-5 . PSR Superfund Cap Maintenance Document, 00 43 70 - Subcontractor Work Listing, shall be submitted with the bid or with-in one (1) hour after the published bid submittal time of 2;00 p.m. Document 00 89 00b -- Women and Minority Business Enterprise Commitment. Plan Form, shall be submitted with the bid or within. one (1) hour after the published bid submittal time of 2:00 p.m. The Bids will be publicly opened and read aloud via Skype or Telephone at 3:00 pm, one (1) hour after the published bid submittal time. Any bids received electronically after the published bid submittal time of 2:00 pm, cannot be considered, and will not be accepted. Original hardcopy bonds shall be sent to Beth Sisk, Port, of Seattle, 17900 International Blvd., Suite 400C, Seatac, WA 98188. The e-mail Bids shall include the solicitation number, title, due date and time in the subject line of the Bid's e-mail. 4. The Port's e-mail server will not accept files larger than 10 MB. If files are larger than 10MB, Bidders should send multiple e-mails with the information as set forth in the solicitation above as well as the total number of e-mails submitted by the Bidder. 5. Port will use the time stamp on the Bidder's e-mail to deter-mine timeliness. 6. Bidders are responsible for ensuring timely delivery of Bids. 7. The Port is not responsible for Bidder's technical difficulties in submitting electronically. Late Bids shall be rejected as non-responsive. Mailing Address: Port of Seattle Bid Desk 17900 international Blvd., Suite 400 B Sea-Tac, WA 98188 Bid Desk Telephone: (206) 787-31.10 The Work includes the clean-ing restoration and seal coating of the specially designed asphaltic concrete pavement; cap consisting of an 8-inch thick pavement system within the T-5 intermodal yard and a 4inch thick pavement; system within the BNSF storage track area. The contractor shall provide all equipment, labor and materials necessary to complete the project, and shall pro-vale for for all disposal/recycling of project-generated wastes. Project components include establish-ing access routes and a laydown area, installing and maintaining temporary erosion and sediment; control (TESC) measures, clean-ing of pavement cracks and sur-faces, repair (sealing, or routing and sealing) of pavement cracks, removal of vegetation growing in pavement cracks and joints, removal and replacement of the upper three inches of pavement within areas designated for repaving, repair/replacement of pavement in specified plant removal locations, and application of a seal coat surface treatment, throughout the project area.. The Engineer's estimate range for this project is $650,000 - $1,300,000, Performance and Payment bonds will be required with the Contract:. Time limit for substantial completion of the work is 135 calendar days. The Port; reserves the right to reject any and all bids, to waive any informality, to accept any alternate bids, and to make such award that it deems to be in its best; interest and pursuant: to the terms of the General Conditions. Contract time extends from Award of the contract through Contract Completion as defined in the General Conditions. This Contract requires work to be performed within an area of the Seaport controlled for security reasons. That, area is defined as the area within a Coast Guard Regulated facility subject to the provisions of the Maritime Transportation Security Act (MTSA) of 2002 and Title 33 CFR, Part: 1.05, delineated by security fence, and all other restricted areas indicat-ed on applicable drawings, or as posted on the Seaport premises ("restricted/secured area"), or otherwise defined under each Terminal Facility Security Plan. No Contractor personnel are allowed to work in these restricted areas without a valid TWIC.
