Bidders are directed to not contact other MTS staff or Board Members in connection with this Solicitation. Failure to follow this instruction may render Bids non-responsive. Anticipated Contract Award (MTS Board) July 30, 2020 Provided in this document are the technical requirements that need to be considered in the provision of the new 15kV AC circuit breakers and the technical interfaces within the substations that impact on the installation of this new breaker. A. Each of the nine (9) traction power (TP) substations, located on the orange line require the replacement of the AC switchgear cubicle which consists of the hand operated disconnect switch. This device shall be replaced with a 15kV metal-clad switchgear cubicle with a draw out circuit breaker as specified. Existing items such as relays, potential transformers (PT) and current transformers are to be salvaged and submitted to MTS. B. The exterior dimensions of the new cubicle, which will replace the existing cubicle, shall not exceed 36 inches wide by 67 inches deep. The PT's for the new 15kV AC circuit breakers shall be mounted on top of the switchgear cubicle. C. The connection from the utility company is bottom entry. The connection to the rectifier transformer is a cable connection at floor level. Control circuits are presently entering through the top of the existing unit. Provide conduit as needed due to the top mounted PT's. D. For removal of the existing switchgear and installation of the new switchgear, the approximately 40 inches wide by 95 inches high rear doorframe may be removed. Contractor may demolish or disassemble portions of the existing switchgear before removal if needed due to size of existing door opening Substation Groups Name 1 33rd Street Substation 43rd Street Substation 2 Marshall Substation Grossmont Substation Hill Street Substation 3 Merlin Substation NEBO Substation Pacifica Substation San Altos Substation The Contractor shall perform additional due diligence to establish current TP substation conditions for each substation in order to meet the specific provisions described in this document. The following shall be considered within the scope of this project: The utility metering is not included in this contract. The Contractor shall however be responsible for verifying VT and CT inputs at 33rd and 43rd Street substations as shown on the as-built and to modify the arrangements if required. The existing 86 GE auxiliary lockout relay that is currently located in the control panel shall be replaced with a new 86 lockout relay that will be housed in the door of the new MV AC switchgear. Two multifunctional relays shall be installed in the new MV AC panel. One for primary protection and the second for backup protection. New switches shall be installed on the rectifier and transformer doors at all nine substation sites to inter-trip with the new MV AC breakers. Existing 2000A DS420 LV AC Westinghouse breakers at all sites shall be decommissioned. New 12kV AC cabling shall be installed between the new MVAC breaker and the rectifier transformer, if the existing cabling cannot be reused. Contractor to liaise with MTS for confirmation of this, prior to any installation works. Performing coordination studies, battery charger calculations and Arc Flush studies. SCADA interface of the new 15kV AC switchgears for their remote controls. Providing spare parts and training as described herein. Please make sure to review section 5.5, and any others relating to required experience for this project. MTS is requiring specific prior experience for this work noted in section 5.5 of the IFB.
