Project Number-15004.00 The scope of work will consist of complete demolition, associated hazardous material abatement, site and construction of a new, larger recreation center and all new site and landscape of the Gene Friend Rec Center. San Francisco Public Works ("Public Works") and San Francisco Recreation & Park ("SFRPD") announce a Request for Qualifications and Proposals ("RFQP") inviting Construction Managers/General Contractors (CM/GC) to submit a competitive proposal for pre-construction, construction management, general contracting and value engineering services for the SFRPD Gene Friend Recreation Center Project Rebid ("Rec Center"), located at 270 6th Street, San Francisco, CA 94103. Work shall comply with all applicable building codes and regulatory agencies' standards having jurisdiction over the design, construction, and operation of the Rec Center.The total fixed construction budget limit ("FCBL") is $40 million. Notices regarding Addenda and other proposal changes will be distributed by email to RFQP Holders. Late submissions will not be considered. Postmarks will not be considered in judging the timeliness of submissions. Proposals submitted by fax or electronic mail will not be accepted. The requirements of the Local Business Enterprise Ordinance set forth in Chapter 14B of the San Francisco Administrative Code as it now exists or as it may be amended in the future (collectively the "LBE Ordinance") shall apply to this RFQP. To be eligible for award of this contract, Proposers must agree to comply with the following Local Business Enterprise (LBE) requirements authorized by San Francisco Administrative Code Chapter 12B, Section 12B.4, and Chapter 14B (where applicable), and their implementing Rules and Regulations For more information regarding the Contract Monitoring Division (CMD) requirements, see also Section XIV and Appendix F of this RFP. No contractor or subcontractor may be listed in a bid or awarded a contract for a Public Works project unless registered with the DIR as required by Labor Code section 1725.5 [with limited exceptions from this requirement for proposal purposes only under Labor Code section 1771.1(a)]. Minimum wage rates for this project must comply with the current General Prevailing Wage asdetermined by the State Department of Industrial Relations. Minimum wage rates other than applicable to General Prevailing Wage must comply with San Francisco Administrative Code, Chapter 12P, Minimum Compensation Ordinance In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of $706,000 is awarded by the City and County of San Francisco until such time as (a) the Department Head has recommended to the board or commission concerned a Contract for Award and (b) such board or commission has then adopted a resolution awarding the Contract. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds. Pre-construction Services includes, but not limited to: 1. Cost analysis/reconciliation of progress plans and specifications provided by the architecture and engineering team; 2. Constructability reviews and value engineering 3. Design-assistance from mechanical, electrical, and Plumbing (MEP), and structural / foundations core trade subcontractors B. Demolition Work includes, but not limited to: 1. Hazmat abatement 2. Excavation, trenching and grading; 3. Clearing and grubbing; 4. Tree removal and stump grinding; 5. Removal of paving; 6. Removal of fencing, gates, and concrete footings; 7. Removal of playground equipment and surfacing; 8. Removal of site furnishings including all footings; 9. Rough grading; 10. Partial removal of retaining walls; 11. Hazardous materials abatement within rec center and exterior site; 12. Protection of site for the time between demolition and new construction work C. Building Improvement Work includes, but not limited to: 1. Hazmat abatement 2. Construction of a new building, including (a) New utility connections, electrical, mechanical, and plumbing work; (b) Structural support; (c) Roof and photovoltaic panels; (d) Interior finishes; (e) Installation of Lift; (f) facades, windows, and interior and exterior doors; (g) Fire sprinkler and alarm installation; (h) Conduits for the communication and security systems; (i) Lighting systems; (j) Stairs and bleacher seats; (k) Kitchen room with associated fixtures; (l) Restrooms with associated fixtures; (m) Coordination to allow for artwork installation by Artist, in coordination with
