Failure to attend or visit the premises shall be no defense in failure to perform contract terms. General Bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work: General Building Construction. Each bid shall be accompanied by a bid deposit in the amount of 5% of the bid price in the form of a Bid Bond, issued by a responsible surety company licensed to do business in Massachusetts, or a certified check, or a treasurers or cashiers check issued by a responsible bank or trust company, made payable to the Worcester Housing Authority by bidders for the greatest possible bid amount (considering all alternates). The amount of the deposit will be refunded to each person who returns the plans, specifications and other documents in good condition within ten (10) days after bid opening.
