Contractor shall invoice each village or township directly for work that was performed in their political subdivision. The contractor shall include with each invoice, itemized quantities separately listed for each road. The Erie County Commissioners reserve the right to waive any informalities or to reject any or all bids and to waive informalities in bidding, or to accept that bid, which in the judgment of the proper officials, is in the best interest of Erie County.
