Proposer whose proposal meets the criteria established in the Request for Proposals, at the sole discretion of the County, may be considered for Contract award. The County may, by direct negotiation, finalize terms with the service provider who is selected for award based on proposals. The County reserves the right to reject any or all responses for any reason. Clarification of information may be requested by the County. For sealed proposals, the proposal must be submitted in a sealed envelope which shall be clearly marked "Sealed Proposal for Landscape Maintenance and Lawn Care Services". One (1) printed and signed original and three (3) hard copies of the proposal shall be submitted. Any proposal received after the time and date specified for the submission of the proposals will not be considered, and will be returned unopened. When submitting an electronic proposal, the proposal must be submitted in "pdf" format and shall contain the same information and forms as required for the paper proposals. When submitting a proposal electronically, the authorized signature may be a hand-written blue ink signature or be an electronic signature. When proposals are submitted electronically, the exterior of the proposal envelope shall be deemed in compliance by including the same information as an attachment with electronic proposal submittal. For an electronic proposal, documents can be viewed or downloaded electronically. Proposers will be required to register FREE with Plan House Printing at to submit an electronic proposal. From the issue date of this RFP until a proposer is selected and the selection is announced, responding proposers or their representatives may not communicate, either orally or in writing regarding this RFP with any County elected official. To ensure equal treatment for each responding proposer, all requests to tour facilities and questions regarding this RFP must be submitted in writing to kelly_samples@co.jackson.ms.us no later than Monday, June 1, 2020. Proposals are legal and binding when submitted. No Proposal may be withdrawn for a period of ninety (90) days after the time and date scheduled (or subsequently rescheduled) for proposal opening. The County reserves the right to waive any informalities or irregularities of proposals, to request clarification or information submitted in any proposal, to request additional information from any proposer, to reject any or all proposals, and to re-advertise for proposals. The County also reserves the right to extend the date or time scheduled for the submitting and/or opening of proposals. Award, if made, will be to the responsible and responsive proposer submitting the proposal which is deemed by the County, in its sole discretion, to be the most advantageous to the County, with all factors being considered. Jackson County Board of Supervisors is soliciting proposals for Landscape Maintenance and Lawn Care Services at various County locations for a period of two (2) years with the option to renew for up to two additional one (1) year terms should both parties agree. Terms: A. The County reserves the right to reject any and all proposals received as a result of this RFP. If a proposal is selected it will be the most advantageous regarding price, quality of service, the Contractor's qualifications and capabilities to provide the service, previous performance and other factors which Jackson County may consider. B. The County reserves the right to accept or further negotiate cost, terms or conditions of any bid, or conditions of any bid determined by the County to be in the best interest of the County even though it may not be the lowest bid. C. Proposals must be signed by an official authorized to bind the Contractor to its provisions. Failure to do so will result in an automatic rejection of proposal. D. In the event it becomes necessary to revise any part of the RFP, addenda will be provided. Deadlines for submission of proposals may be adjusted to allow for revisions. The entire proposal document with any addenda should be turned in with the proposal.To be considered, the original proposal and three (3) copies must be received by the Chancery Clerk's office or submitted electronically on or before the date and time specified. SPECIFICATIONS: All proposals will include the following information: A. Contractor qualifications, years in business, experience in providing the level and type of service specified in the proposal. B. Contractor must identify the business entity as individual, assumed name, partnership (naming partners) or corporation. C. The number of full-time, part-time and salaried employees that will be dedicated to perform the services in the proposal. D. Include at least three (3) references of similar size of scope of work to be performed in the proposal. E. Jackson County may request additional information or presentations in support of proposals. Additionally, Jackson County may perform an interview with those contractors being considered for selection to clarify any information provided, or to gather more evidence of managerial, financial, and technical abilities. F. Jackson County reserves the right to award all work listed to one contractor or multiple contractors if desired. Proposals that do not include all of the information requested shall not be considered. SCOPE OF SERVICES A. The successful contractor shall furnish all labor, tools, materials, equipment, services, skills and supervision necessary for the performance of maintaining the Landscape Maintenance and Lawn Care of the designated areas in an attractive condition throughout the proposed contract period. The frequency and performance of the work will be in accordance with the Scope of Work. B. All work shall be done in compliance with the applicable rules of the industry, and individuals performing pest control, weed control, or landscaping services must be licensed by the Mississippi Department of Agriculture and Commerce, Bureau of Plant Industry. C. All MSDS Sheets will be provided to the Facilities Director for all fertilizers, herbicides and pesticides used on County property. The successful contractor will also be required to indicate for each product whether it is premixed or mixed on-site. Specify types of products used to perform the services. Areas shall be soil tested to determine type, amount and frequency of application.
