Site work for a water / sewer project in Robbinsdale, Minnesota. Completed plans call for site work for a water / sewer project.

The Project generally consists of the following primary components: Contract No. 1 - Robbinsdale Water System Improvements Demolition of Existing Water Treatment Plants: Demolition and removal of entire building, structures, and equipment located above and below grade for the three existing Water Treatment Plants (WTPs), Ground Storage Reservoirs (GSR) and three Well Houses located at 4117,4127,4133 Hubbard Avenue, 3310, 3507 Oakdale Avenue, and 5115 38th Avenue. Site work after demolition to include grading, bituminous paving, landscape restoration and other improvements. Water Treatment Plant: Construction consisting of a new 3.5 MGD, 26,000 square foot Water Treatment Plant. Building construction consists primarily of cast in place concrete, precast concrete, structural steel framing and decking, and CMU block. Below grade basins include a 750,000 gallon Clearwell, two (2) 60,000 gallon Backwash Reclamation Basins, one (1) 192,000 gallon filter press permeate basin, and two (2) 114,000 gallon lime solids holding basins. Other basins include two (2) Solids Contact Softening Basins (36 feet square), two (2) 28,000 gallon Recarbonation Basins, two (2) Solids Blowdown Basins, and four (4) gravity filter cells. Process equipment includes two (2) 1.75 MGD Solids Contact Clarifiers; a 10-ton carbon dioxide storage and feed system; four (4) conventional dual-media gravity filters with each bay being 16-6 by 20-6 each including underdrain blocks, media, backwash troughs, air piping, and appurtenances; general process piping ranging in size from 4 to 24-inch, and associated valves, fittings, and appurtenances; 1-ton cylinder chlorine gas automatic feed system; chemical metering pumps, chemical storage tanks, mixers, and chemical feed appurtenances as required for fluoride, polyphosphate, and polymer; two (2) 50-ton lime silos, day bins, slakers, and lime feed system appurtenances; one (1) 30-ton soda ash silo, soda ash solution prep tank, solution tank, and soda ash feed system appurtenances; four (4) vertical turbine pumps ranging in capacity from 1250 gpm to 5100 gpm for high service pumping and backwash water supply, seven (7) dry pit submersible pumps ranging in capacity from 100 gpm to 250 gpm for backwash reclaim and solids transfer, and one (1) 75 HP air backwash blower. The residuals management system includes two (2) centrifugal solids transfer pumps and two (2) jet mixing pumps to keep solids in suspension within the lime solids holding basins; two (2) 165-cubic foot (expandable to 220-cubic foot) overhead filter presses; and all associated pipe, valves, and fittings. Site Work: Generally includes addition of pitless units to 3 wells, 4,000 feet of 12-inch ductile iron raw water main; 2,300 feet of 14 HDPE Horizontal Directional Drilling, 520 feet of 24-inch overflow piping; 690 feet of storm drainage piping ranging from 15-inch to 18-inch, 570 feet of 6-inch sanitary sewer piping, ancillary manholes, hydrants, valves, and fittings; 3,600 square yards of asphalt paving; 2,100 square yards of concrete paving; a storm water management system; miscellaneous site grading, landscaping, and other improvements; 7,000 square feet of big block modular retaining wall; excavation of approximately 18,300 cubic yards of haul and dispose undocumented fill material; 1,900 cubic yards of select granular borrow; 930 cubic yards of CLSM; and 14,600 cubic yards of granular embankment. Mechanical Work: Generally includes HVAC and other mechanical equipment and associated ductwork; electric heating; compressed air system and air distribution piping; sump pumps, water heaters, dehumidifiers, domestic plumbing, sanitary system construction, and other related mechanical system appurtenances. Electrical Work: Generally includes all electrical construction associated with the Water Treatment Plant and Well No. 4, Well No. 7 and Well No. 8. Work at the facility includes power supply; motor control centers; variable frequency drives; high and low voltage power and wiring; 1250 kW diesel generator and associated switchgear; lighting; control wiring; control panel construction; radio telemetry; and related Work. Bidder will not provide control system programming. Raw Water Pipeline from Well No. 4: Generally includes approximately 2,950 linear feet of additional raw water main required to connect existing Well No. 4 to the proposed WTP along 38th Avenue. Each Bid shall be accompanied by a Bidders Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of Minnesota, payable to the City of Robbinsdale, in a sum equal to five (5) percent of the full amount of the Bid. This is to serve as a guarantee that the Bidder will enter into a Contract within 15 days of Notice of Award in accordance with the terms of the principals Bond and a contractors Bond as required by law and the regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. This Project is funded by the Drinking Water State Revolving Fund (DWSRF) and administered by the Public Facilities Authority (PFA). As such, both Federal Davis Bacon prevailing wages and State of Minnesota prevailing wages (Minnesota Statue, sections 177.41-177.43) apply to this project. Payment of the wages, fringe benefits, and overtime rates that are most beneficial to the employees are required. As part of the DWSRF, the American Iron and Steel requirements will also be included. Bidders on this Work will be required to comply with the Presidents Executive Order Nos. 11246 (Equal Employment) as amended. Bidders shall also comply with Executive Orders 11625, 12138, and 12432; 40 CFR part 33; Section 129 of P.L. 100-590 Small Business Reauthorization & Amendment Act of 1988; Public Law 102-389 (42 U.S.C. 437d); a 1993 appropriations act (EPAs 8% statute); Public Law101-549, Title X of the Clean Air Acts Amendments of 1990 (42 U.S.C. 7601 note) (EPAs 10% statute), encouraging recipients to award construction, supply, and professional service contracts to minority and womens business enterprises (MBE/WBE) and small business; and requiring recipients to utilize affirmative steps in procurement. The requirements for Bidders and Contractors under these orders are explained in the specifications. Bidders are advised that fair share target percentages have been established at 3.5% for Minority Business Enterprise participation in the Project and 5.0% for Women Business Enterprise participation in the Project.
