Filing of a qualification questionnaire before bidding will not be required. Contingent or conditional bids will not be considered for acceptance. This public works improvement project is subject to payment of prevailing rate of wages, per BOLI ORS 279C.800 to 279C.870. No bid will be received or considered unless the bid contains a statement by the bidder that provisions of ORS 279C.800 to 279C.870 pertaining to prevailing wage rates shall be complied with. Bidders are required to submit a First-Tier Subcontractor Disclosure form, substantially as described in ORS 279C.370, within two working hours of the bid closing date and time. For this project the first-tier subcontractor disclosure statement must be submitted regardless of the bid amount. No bid will be accepted by the City unless it contains a statement by the bidder as a part of the bid that the bidder in carrying out the contract will comply with all applicable laws. The City may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids or to waive any specification or requirement upon a finding of the City that it is in the public interest to do so.
