Immediately after the receiving of bids closing time, the bids will be opened in the Visitor's Conference Room, publicly read aloud and recorded. Said Board of Trustees will conduct a public hearing on said date at which time any and all interested parties for and against said public improvements may be heard and written objections thereto may be filed on or before the time set for said hearing. The hearing regarding said contract documents and estimated cost for said improvements will be held, as provided for by law, in the Cedar Falls Utilities building, Board Room. The sealed bids for this improvement shall be offered for the construction of said improvement more generally described as: General Description: The Contract's purpose is to install storm sewer and paving in the south half of the back lot, located east and south of the main office building on the Main Campus of the Cedar Falls Utilities. Please DO NOT obtain the Bid Documents from any source other than portal or through the Waterloo AECOM office as listed above. Obtaining documents through any other source could prevent Bidder from being included on the official Plan Holders List and could cause the Bidder to not receive addenda or other time-sensitive - bid-critical documents. By virtue of statutory authority, preference shall be given products and provisions grown and coal produced in the State of Iowa and to Iowa domestic labor to the extent Notice to Bidders 00100-2 2020 CFU Pvg Ph I - 60623871 lawfully required by Iowa Statutes, providing that the award of the Contract will be to the lowest responsible bidder complying with this Notice and the Instructions to Bidders. Cedar Falls Utilities reserves the right to reject any or all bids and to waive technicalities and irregularities. Each bid shall be accompanied,in a separate envelope, by a bid security in the amount of ten percent (10%) of the Bidder's total bid amount. This is a security that the successful Bidder will enter into an agreement for the work bid upon and will furnish, after the Notice of Award, a Performance Bond and a Payment Bond in an amount of 100 percent (100%) of the amount of the agreement. The bid security shall be in the form of a certified check, cashier's check or certified share draft drawn on a bank or credit union in Iowa or a bank or credit union chartered under the laws of the United States of America, or bid bond equal to ten percent (10%) of the amount of the bid, executed by a corporation authorized to contract as a surety in the State of Iowa. The bid security shall be made payable to the Municipal Electric, Gas and Water Utilities of the City of Cedar Falls, Iowa. Bidder qualification evidence shall be submitted in accordance with the Requests for Proposal. Insurers and Sureties shall meet the qualification requirements of the Standard General Conditions of the Construction Contract and/or SupplementaryConditions. The Project Engineer and Owner's Site Representative shall be an employee of AECOM. The Project Managershall be an employeeoftheMunicipalElectric, Gas and WaterUtilitiesofthe City of Cedar Falls, Iowa. The Work shall be completed according to the schedule set forth in the Bid Form and in the Agreement. The project shall be substantially complete by November 6, 2020, and finally complete by November 20, 2020. Agreements awarded under this Notice to Bidders shall be funded in cash derived from past earnings ofsaid Municipal Electric, Gas and Water Utilities, and/or from the sale of Electric, Gas and Water Utilities Revenue Bonds, which bonds shall be payable solely and only out of the net earnings of said Utility, and shall not constitute a general obligation of the City of Cedar Falls or be enforceable in any manner bytaxation.
