As of Sept 24 the project was cancelled. The City of Pomona (the “City”) is soliciting proposals from qualified contractors to perform work/services for the proposed pavement cap at 198 N. Hamilton Boulevard. This pavement cap work is solely for the construction of the asphalt concrete installation. At 198 N. Hamilton Boulevard there exists an environmental cleanup site that encompasses 0.73 acres. The soil and soil vapor at the site has been contaminated by volatile organic compounds (VOCs). The cleanup of the onsite soil vapor is being regulated by the State of California Department of Toxic Substances Control (DTSC). DTSC instructed the City of Pomona (City) to install an asphalt concrete cap as part of a land use covenant (LUC). Attached are the recorded/approved LUC and Operations/Maintenance plan documents. The City is seeking a contractor to clear, grub, grade and pave the entire existing site. The attached Figure 4 Sampling Location Map identifies existing infrastructure that shall be protected in place and adjusted to the asphalt concrete finished grade. The pavement cap shall consist of a minimum of two-feet (2’) of clean compacted soil, four-inches (4”) of compacted crushed aggregate base and four-inches (4”) of asphalt concrete. Provide name, address and location of contaminated soil disposal. Manifests and travel paths for grading soil disposal are required as part of this project. All transported soil loads, onsite soil piles, debris and landscape green waste shall be covered. City stormwater best management practices are required during construction.The workers at the site shall be supervised by a professional with a minimum 40-hour Occupational Safety and Health Administration (OSHA) Hazardous Waste Operational and Emergency Response (HAZWOPER) training or have HAZWOPER training. The City and their private environmental consultant will provide a site specific Health and Safety Plan prior to the start of construction activities. Construction personnel not HAZWOPER trained are not to come in contact with contaminated soils and will follow the direction of the HAZWOPER certified personnel. Training content shall be as specified in 29 CFR 1910.120 (e) and 8 CCR 5192 (e). Questions Due Date July 7 before 3:00 P.M.
