The City of Largo is proposing to construct pedestrian and bicycle access and trail head improvements along the Pinellas Trail West Bay Drive Community Redevelopment District (WBD-CRD) at West Bay Drive, Largo. The project limits include areas adjacent to the trail from Pine Vista Drive to Washington Avenue SW. This area is considered part of the City's main downtown urban core and is home to a diverse group of businesses and historic neighborhoods. The main objectives of the trail improvements are to: oEnhance the overall aesthetics of the Trail and surrounding amenities oEnhance mobility, access and connectivity oLeverage the proximity of Downtown Largo with the Pinellas Trail overpass oPromote area-wide connectivity and economic development oCorrect current deficiencies in multi-modal connections oProvide opportunities for education and information The following is a list of the new trail connections: oWashington Avenue East Connection o2nd Avenue SW West Connection o1st Avenue NW East Connection oPine Vista Drive West Connection o2nd Avenue NW East Connection Two copies of the proposal shall be submitted on the standard forms that are included in the specifications (blue pages) and must be marked, "CONTRACT NO. 19-B-659." In addition, the proposals must be marked with the bidder's name and address and be accepted by the Office of Performance and Budget by the time and date specified above. Proposals must be accompanied by a certified check drawn upon any State or National Bank of Florida, cashier's check drawn upon any State or National Bank of Florida or an acceptable bid bond in an amount not less than five percent (5%) of the total bid, as guarantee that the BIDDER will not withdraw from the competition after the opening of the bids and, if written notice is given of such award, enter into a written Contract with the City of Largo, Florida, in accordance with the written Proposal. Should the successful BIDDER fail to enter into a Contract, the check or bid bond shall be forfeited as liquidated damages. All contractor Requests For Information (RFI) must be submitted by July 2, 2020 to Rafal Cieslak, P.E., Project Engineer, at rcieslak@largo.com, prior to 2:00 p.m., local time. The City will not respond to RFI's submitted after that date No proposal may be withdrawn after the scheduled closing time for the receipt of bids for a period of sixty (60) days without the consent of the City The successful BIDDER will be required to furnish and pay for a Certificate of Insurance, a Performance and Payment Bond and meet other requirements as set forth in the specifications. Any bid received after the time and date specified shall not be considered. The City of Largo is not responsible for the US Mail or private couriers regarding mail being delivered by the specified time so that a bid can be considered. Proposals by telephone, telegraph, or FAX shall not be accepted. One contract shall be awarded for all work outlined above and described in the plans and specifications. The City of Largo, Florida reserves the right to reject any and all bids received, to waive any irregularities or informalities, to re-advertise and to award the Contract in its best interest.
