This Request for Proposals (RFP) solicits proposals from professional, experienced,and qualified consulting firms to implement a study that updates the findings of are port completed in 1996 which assessed the impact of utility cuts on street pavements. The purpose of this update is to evaluate the effect of utility cut patching on the structural and functional life of pavement, and to determine the incurred extra pavement rehabilitation cos Utility cuts into the pavement of streets almost always increase the roughness of a pavement structure in both the immediate and surrounding areas of a cut. Not only do cuts increase pavement roughness, but they also introduce discontinuities in the pavement structure. Both can cause the pavement's expected life span to decrease. There are two types of degradation that can occur - structural and functional - both of which can cause
early failure of the pavement, depending on the user's definition of pavement failure.
