Site work, paving and outdoor lighting for a mixed-use development in Charleston, West Virginia. Completed plans call for site work for a transportation facility; for outdoor lighting for a transportation facility; for paving for a transportation facility; and water / sewer project.

LIQUIDATED DAMAGES: $1,500.00 per calendar day over the Contract time GENERAL SCOPE OF THE PROJECT Rick Holes described the scope of work for the project. Base Bid - Widen a section of existing Taxiway B pavement to 75 feet. - Mill and pave a section of the existing asphalt taxiway pavement. - Construct a new taxiway to connect the GA Apron to Taxiway C. - Remove and salvage all existing guidance signs and install new LED guidance signs - Install new underdrains and underdrain cleanouts under all new pavements. - Install new electrical ductbanks under the new taxiway. - Remove and salvage existing LED taxiway edge lights. Install new taxiway edge lights in new locations. - Install a new drainage collection system north of Taxiway B that includes a new stormwater management (SWM) detention facility. The SWM facility is designed to handle future development including the Marshall University development. Add Alternate Bid No. 1 - Widen a section of existing Taxiway B pavement to 75 feet. - Mill and pave a section of the existing asphalt taxiway pavement. - Construct a new taxiway to connect the GA Apron to Taxiway B. - Install new underdrains and underdrain cleanouts under all new pavements. - Install new electrical ductbanks under the new taxiway. - Remove and salvage existing LED taxiway edge lights. Install new taxiway edge lights in new locations. Add Alternate Bid No. 2 - Remove existing asphalt taxiway pavement full depth in order to realign the curve. The existing asphalt pavement is approx. 8" thick. - Widen a section of existing Taxiway B pavement to 75 feet. - Mill and pave a section of the existing asphalt taxiway pavement. - Install new underdrains and underdrain cleanouts under all new pavements.A Bid Bond or Certified Check in the amount of 10% of the Contractors base bid price must accompany the bid proposal. - Remove and salvage existing LED taxiway edge lights. Install new taxiway edge lights in new locations. Add Alternate Bid No. 3 - Widen a section of existing Taxiway B pavement to 75 feet. - Mill and pave a section of the existing asphalt taxiway pavement. - Install new underdrains and underdrain cleanouts under all new pavements. - Remove and salvage existing LED taxiway edge lights. Install new taxiway edge lights in new locations. Insurance Requirements: $5,000,000 worth of insurance is needed including Employer Liability, Workmen's Compensation Liability, General Liability, Contractors Protective etc. These are on Page 35 of the Project Manual. Central West Virginia Airport Authority, FAA, and L. R. Kimball must be named as an additional or coinsured. A Bid Bond or Certified Check in the amount of 10% of the Contractor's base bid price must accompany the bid proposal. Are accepted in writing only up until 5 days to the date of the Bid Opening. Disadvantaged Business Enterprise (DBE) Goals - The DBE goal has been established as 5.59%. - Physical certification letters and/or expiration dates should not be requested from DBE firms. - As a reminder, the total DBE suppliers contract does not count at 100%, only 60% is credited towards meeting the goal. - The DBE Participation for Federal Project (Form EO-380) must be provided for each DBE to be used on the project. The EO-380 must be submitted with the bid. - If unable to meet the DBE goal, a Good Faith Effort must be documented and submitted with the Bid. Appendix A to Part 26 - Guidance concerning Good Faith Efforts
