Site work, paving and outdoor lighting for a transportation facility in El Dorado, Arkansas. Completed plans call for paving for a transportation facility.

As of August 4, 2021 an award has been made. Furnishing all labor, materials, equipment, and performing all work necessary and incidental to the construction of the project known as Paso Robles Municipal Airport Electrical Upgrades, DPW Project No. 19-18, according to drawings and specifications prepared by the City of El Paso de Robles and according to the Contract Documents. The work shall include but is not limited to, removal and replacement of airfield lighting circuit conductors, edge lights, isolation transformers, guidance sign upgrades, removal and replacement of precision approach path indicators (PAPI), apron area lighting fixture and conductor replacement, installation of a back-up power generator and airfield electrical vault revisions, all as shown on the plans and/or as specified herein. Project is to be completed within One Hundred Twenty-five (125) CALENDAR days from the date specified in the Notice to Proceed. The Contractor shall pay to the City of El Paso de Robles the sum of Five Hundred Dollars ($500.00), for each and every calendar day's delay in finishing the work in excess of the calendar day completion time. Each bidder must submit bid security in one of the following forms: cash, cashier's check payable to City, a certified check payable to City, or a bid bond in the form included with the bid documents, executed by an admitted surety insurer, made payable to City in an amount equal to at least 10% of the total amount of the bid or proposal. Pursuant to Section 1770, et seq. of the California Labor Code, the successful bidder and all subcontractors shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Pursuant to Labor Code Section 1725.5, for bids due on or after March 1, 2015, all contractors and subcontractors that wish to bid on, be listed in a bid proposal for, or enter into a contract to perform work on the Project must be registered with the Department of Industrial Relations pursuant to Labor Code sections 1725.5 and 1771.1. No bid will be accepted nor any contract entered into if the bidder is not registered as required by law. Pursuant to Public Contract Code Section 22300, for monies earned by the Contractor and withheld by City of El Paso de Robles to ensure the performance of the Contract, the Contractor may, at its option, choose to substitute securities meeting the requirements of Public Contract Code Section 22300. All bidders shall be licensed under the provisions of the Business and Professions Code to do the type of work contemplated in the project. In accordance with provisions of California Public Contract Code Section 3300, City has determined that the Contractor shall possess a valid Class A, General Engineering OR C-10, Electrical License at the time that the bid is submitted. Failure to possess the specified license shall render the bid non-responsive. The successful bidder will be required to furnish a payment bond in the amount equal to one hundred percent (100%) of the Contract Price, as well as a faithful performance bond, in the amount equal to one hundred percent (100%) of the Contract Price. The bonds shall be on the forms included in the Contract Documents. City reserves the right to reject any or all bids; to make any awards or any rejections in what it alone considers to be in the best interest of City, and waive any informalities or irregularities in the bids. The contract will be awarded, if at all, to the responsible bidder that submits the lowest responsive bid. Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity 1. The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specifications" set forth herein. 2. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade: 19.7% Goals for female participation in each trade: 6.9% 1. These goals are applicable to all of the Contractor's construction work (whether or not it is Federal or federally assisted) performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, it shall apply the goals established for such geographical area where the work is actually performed. With regard to this second area, the Contractor also is subject to the goals for both its federally involved and non-federally involved construction. 2. The Contractor's compliance with the Executive Order and the regulations in 41 CFR Part 60-4 shall be based on its implementation of the Equal Opportunity Clause, specific affirmative action obligations required by the specifications set forth in 41 CFR 60-4.3(a) and its efforts to meet the goals. The transfer of minority or female employees or trainees from Contractor to Contractor or from project to project for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, the Executive Order and the regulations in 41 CFR Part 60-4. Compliance with the goals will be measured against the total work hours performed. 3. The Contractor shall provide written notification to the Director of the Office of Federal Contract Compliance Programs (OFCCP) within 10 working days of award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the name, address, and telephone number of the subcontractor; employer identification number of the subcontractor; estimated dollar amount of the subcontract; estimated starting and completion dates of the subcontract; and the geographical area in which the subcontract is to be performed.
