Site work and paving for a mixed-use development in Stroudsburg, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The Scope of Work for the project in comprised of the placement of an asphalt scratch and leveling course and a 1.5 wearing course overlay on three blocks of Lee Avenue and one block on Stokes Avenue. The project will also include the installation of seven (7) ADA ramps. Access and maintenance and protection of traffic during construction, erosion control, restoration, and other miscellaneous items are also included. Bidders must have the experience and qualifications necessary to perform this work. The bids summary will be reviewed by the Stroudsburg Borough Council at their meeting, at the Municipal Building located at 700 Sarah Street, Stroudsburg, PA 18360, on Tuesday, August 11, 2020 at 7 p.m. Bid security in the amount equal to 10% of the base bid amount in the form of cash, certified good faith check, cashier's check, or irrevocable letter of credit drawn upon a bank authorized to do business in this Commonwealth, or by a bid bond with corporate surety made payable to or naming as obligee the Borough of Stroudsburg shall be submitted with each bid. Bidders shall upload a scanned copy of a fully executed bond as part of the online sealed bid submission. After the Bid Opening and upon request by the Owner, Bidder(s) shall provide an original hard copy of the Bid Bond. If providing security in the form of a certified check or bank money order, security must be delivered to the Owner prior to the Bid Opening date and time. The successful Bidder will be required to furnish and pay for satisfactory performance and payment bonds in the forms provided in the bid specifications, each in the amount of not less than one-hundred percent (100%) of the awarded contract amount within 10 days of receiving notice of the bid award. An acceptable surety company is anyone included in the latest of the U.S. Treasury Department Circular 570 listings and authorized by the PA Department of insurance to do business in Pennsylvania. The successful bidder shall be required to submit evidence of insurance coverage with an insurance company having an A.M. Best rating of "A-: Class VII" or better in accordance with the specifications. Bidders shall note that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this Project, and the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Bids may be held by the Borough of Stroudsburg for a period not to exceed forty five (45) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.
