Purchase of De-Icing Salt All bids must be submitted in a sealed envelope and clearly marked "COG - De-Icing Salt". The bid must be accompanied by a certified check or bid bond in the amount of 10% of the total bid. If applicable, the successful bidder will be required to provide Performance and Payment Bond in the amount of 100% of the contract price within 20 days of the award of the contract. Security shall be in the form of a certified check, bank cashier's check or satisfactory bid bond naming as payee the Pocono Mountain Council of Governments. All bids shall be stated and delivered to the various member municipalities. Each individual municipality shall be billed separately. Quantities are estimated and may be increased or decreased at the discretion of the member municipalities. No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of the bids. The Pocono Mountains Council of Governments reserves the right to reject any and all bids, for any cause whatsoever, to eliminate any item or items from the contract, and to waive any informalities, irregularities, or technicalities, including typographical errors, in the bids.
