The City and County of Honolulu (City) is preparing to issue a Request for Proposals for the design-build ENV Support Facilities at Honouliuli WWTP project. The purpose of the project is to design and construct the administrative, laboratory, warehouse, and maintenance facilities to support the City's Department of Environmental Services (ENV) operations. The structures will include an administration building, laboratory building, central shop, central storeroom, truck wash, parking canopies, and mechanical equipment yard. Also included are related works such as grading, drainage, roads, parking lots, utilities, fencing, landscaping, solar photovoltaic (PV), mechanical, and security systems. The project site comprises approximately 18 acres and is located on a City-owned property at the Honouliuli Wastewater Treatment Plant, Tax Map Key 9-1-69:003, Honouliuli, O'ahu. Interested contractors, design firms, subcontractors, and suppliers are advised that the project is currently scheduled for advertisement in October, 2020. This will be a two-part procurement; Part 1 will evaluate the qualifications of Offerors and establish a list of no more than three Priority-Listed Offerors (PLOs). Part 2 will evaluate the technical and price proposals of the PLOs. Contract award is scheduled for June, 2021. Offerors are required to have the appropriate Hawai'i contractor's license at the time Part 1 is submitted to the City. Typical time required to obtain a Hawai'i license is 2-3 months.
