Demolition, site work and new construction of a civil project in Encinitas, California. Completed plans call for the demolition of a water / sewer project; for the construction of a water / sewer project; and for site work for a water / sewer project.

The Leucadia Wastewater District (Owner) is requesting bids from qualified contractors for the Owner's Encinitas Estates Pump Station Replacement Project (Project) which includes all work, materials, labor, services, and equipment necessary for demolishing the existing pump station per plans; all civil site work; installation of a new concrete wet well and concrete valve vault; installation of a new influent manhole and yard piping; purchase of three new submersible pumps; installation of two of the three new submersible pumps; purchase of a new natural gas emergency standby generator; installation of the generator and associated electrical appurtenances, including an automatic transfer switch; installation of mechanical piping, valve, supports, connections to existing and proposed facilities; installation and programming of electrical and instrumentation and controls; field painting; station bypass pumping to maintain sewer pumping service at all times; construction of a block retaining/screening wall; storm drain improvements; obtaining all permits and conforming to permit and regulatory requirements; trenching, backfilling, compaction, sheeting, shoring and bracing; traffic control; potholing; restore disturbed areas and surface improvements to original conditions; and all miscellaneous work as shown, specified and directed for a complete operating installation.The work will be at the Owner's Encinitas Estates Pump Station. Bids shall be executed on the forms contained in the Contract Documents and in accordance with the instructions contained therein. Bid security, in an amount not less than ten percent (10%) of the total bid dollar amount, is required to be submitted with each bid. The bidder to whom the award is made will be required to furnish a payment bond and a faithful performance bond. The Contractor shall post a copy of such determination at each job site.Bidders and all proposed subcontractor(s) must be registered with the Department of Industrial Relations in accordance with Section 1725.5 of the Labor Code at the time of the bid submittal and must continue to be registered at all times they are engaged in the performance of work on the Contract.Pursuant to Section 22300 of the California Public Contract Code, the Contractor may substitute securities for any monies withheld by the Owner to ensure performance of the work. Procedures shall be as provided in Section 22300.All questions relative to this project prior to the opening of bids shall be directed to the Owner's project manager. It shall be understood, however, that no Specification interpretations may be made by telephone nor may any of "or equal" items be considered for approval during the bid period. In implementing this preference, the firms must be responsible and responsive and the services, materials, or work must be of comparable quality. The Owner reserves the right to reject any or all bids, to waive any informality or irregularity in a bid, and to make awards in the interest of the Owner.Pursuant to the requirements under Permits and Licenses in the Information for Bidders of the bidding documents, bidders shall be Class A licensed in the classification of General Engineering Contracting as of the date of submittal of the bid documents.
