Site work and new construction of a mixed-use development in Vermillion, South Dakota. Completed plans call for the construction of a educational facility; for site work for a educational facility; 30,000-square-foot pre-engineered storage facility; and pre-engineered storage facility.
As of October 5, 2020, a design-build team has been awarded. *The previous solicitation is listed below for reference. --- The Office of the State Engineer, on behalf of the South Dakota Board of Regents, is soliciting Statements of Qualifications from firms interested in providing Design-Build services required for the construction of the New Facilities Storage Building at the University of South Dakota, Vermillion, SD, OSE# R0621--01X. Statements of qualifications will be received for design and construction of a new Facilities Storage building, which will also house shipping and receiving department for the University. This project will include a new 30,000 SF insulated pre-engineered metal building. The new building will include utilities, exterior paving, concrete foundations, slab-on-grade floor, overhead garage doors, walk doors, shipping/receiving dock, small office, small restroom, plumbing, HVAC, and electrical work. Be aware any public improvement must be designed by a licensed Architect/Engineer, licensed in South Dakota, per SDCL 5-18B-45. Firms desiring to be considered for providing Design-Build services for this project should send a Statement of Qualifications that must include examples of past experience on projects with similar size and/or common scope elements. The statement should be a list of projects completed for private and/or universities, state government, and/or local government, and should also include resumes of key personnel and sub consultants who will be assigned to this job. The Statement of Qualifications must also explain how your firm has provided innovative ideas (via examples or methods) that have had a positive impact on schedule, cost, quality, and/or value. Include owner contact information for your last three comparable Design-Build projects completed. Evaluation of the proposals will be based on qualification as a Design-Builder according to ranking criteria below: 1. Specialized expertise, capabilities, and experience as demonstrated by the team's capabilities, and the proposed approach and methodology to meet the project requirements. (20%) 2. Resources available to perform the work, including any specialized services, within the specified time limits for the project. Include resumes of all personnel, including sub- -consultants who will be assigned to this project for the entire duration. (25%) 3. Record of past performance, including price and cost data from previous projects, quality of work, ability to meet schedules, cost control, and contract administration. (30%) 4. Ability and project history in handling special project constraints. (5%) 5. Proposed project management techniques. (5%) 6. Availability to project locale. (10%) 7. Familiarity with project locale. (5%) A technical review committee will review the proposals and select three firms to be prequalified. Those firms will then be mailed a request for proposal. The technical review committee will make a final selection based on the qualitative, management, and price proposals in accordance with SD Codified Law and BOA policy.
