The work consists of providing all labor, materials, equipment and incidentals necessary to transport, install, test, and successfully replace fourteen (14) 3 Line DMS signs along the SR 429, 414, 451, 453, 408, 528 and 520 corridors. These locations include installing backup LP generator systems and integration into nearby toll plazas to tie into the generator backup systems. Infrastructure for the deployment of portable generators is included at various DMS locations throughout the system. The project includes the development of an electrical microgrid system for the SR 528 corridor which will install multiple LP Generator systems at the electrical point of services to provide all corridor devices redundant power supply. The Contract time for this project will be 450 calendar days. At the time of Bid submittal, Bidder as the "prime" contractor must be prequalified by the Florida Department of Transportation under Administrative Rule 14-22, Florida Administrative Code, in Electrical and Intelligent Transportation Systems. CFX notifies all Bidders it encourages small, minority and women owned businesses to have full opportunity to submit Bids in response to this invitation and Bidders will not be discriminated against on the basis of sex, race, color, national origin, religion or disability, or other protected status. CFX will require efforts be made to encourage participation of local minority and women business enterprises on contracts considered for an award. Proposals must be accompanied by a Proposal Guaranty made payable to the Central Florida Expressway Authority, of not less than five percent (5%) of the total Bid. The Guaranty shall be forfeited as liquidated damages if the Proposal is accepted and the Successful Bidder fails to execute the Contract under the conditions of the Proposal and said guaranty will be returned to the Successful Bidder upon the delivery of a satisfactory Public Construction Bond. The D/M/WBE participation objective for this project is fifteen percent (15%). Only D/M/WBEs certified by one or more of the following agencies at the time the Bid is submitted may be counted toward the objective: Orange County, Florida; the City of Orlando, Florida; Florida Department of Transportation. Firms certified by the Florida Department of Transportation as a Disadvantaged Business Enterprise (DBE) will be accepted. The CFX Executive Director may grant a partial or complete waiver of the D/M/WBE objectives for any contract due to consideration of property, public safety, and health, including financial impact to CFX.
