The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to, the following: -Construction of a poured-in-place diversion structure that will convey combined sewer flows to the Wastewater Treatment Plan and a proposed outfall. - Construction of a PVC relief sewer (36") from the existing Central Storage Facility at the City's Wastewater Treatment Plant to the diversion structure. - Construction of an RCP combined sewer (24") overflow from a proposed outfall discharging to the White River to the diversion structure. - Installation of an electrical actuated slide gate with control system integration to plant SCADA - Pipe bursting of existing 12" combined sewer. - CIPP lining of existing 38.5" x 24" (approx.) egg shaped, brick storm sewer along Chestnut Street. - Construction of RCP storm sewers on 4th, 14th, 16th and Gerald Streets with pipe sizes ranging between 12" and 24". The successful Bidder will be required to furnish construction performance, maintenance, and payment bonds in the full amount of the contract price, each in the full amount of the contract price, and shall be acceptable to the City of Noblesville, Indiana. The Bonds are due within 15 days of the award of contract. The Bid Security for the successful Bidder shall be returned by the City of Noblesville upon satisfactory receipt of bonds. All Bids must be made on the official Bid Form or an exact copy by reproduction thereof and enclosed in a sealed envelope. This is a unit price bid as described in the Instructions to Bidders. Each Bid shall be accompanied by Form 96 Contractor's Bid for Public Works, including Non-Collusion Affidavit as prescribed by the State Board of Accounts, completely filled out, signed and notarized as required by statutes of the State of Indiana. No Bidder may withdraw his Bid within 60 calendar days after the actual date of the opening thereof. Each Bid must be accompanied by a bid security in the amount of five percent of the base bid in accordance with the Instructions to Bidders. The City of Noblesville reserves the right to retain the three lowest Bid proposals for a period of not more than 60 days, and said proposals shall remain in full force and effective during said time. Bid securities except the lowest retained Bids shall be returned within 30 days. The Board of Public Works and Safety, City of Noblesville, Indiana further reserves the right to waive informalities and to award the contract to the lowest and most responsible Bidder or Bidders, all to the advantage of the City of Noblesville or to reject any and all Bids, to waive any and all informalities and the right to disregard all nonconforming, nonresponsive or Conditional Bids.
