Site work and paving for a civil project in San Andreas, California. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; and water / sewer project.

This project, generally described, consists of culvert reconstruction, mechanically stabilized embankment and roadway reconstruction, and rip rap slope protection at various locations along Gwin Mine Road between Mokelumne River and Paloma, California. The culvert to be replaced is approximately 44 feet long and 36 inch diameter with existing concrete headwalls on both ends. Approximately 40-foot of roadway needs to be constructed to restore roadway after culvert replacement. Approximately 260 feet of roadway will be repaired at three washout locations with mechanically stabilized embankment systems. The roadway will need to be reconstructed to restore the condition of the roadway. Minor roadway and slide repairs will be completed at various locations to repair damaged slope and pavement. All new roadway will consist of Hot Mix Asphalt and Class 2 AB. Gwin Mine Road will be closed intermittently during construction. Anticipated Contract Award September 8, 2020 The Contractor shall possess a Class A general engineering contractor license or any combination of Class C licenses which constitutes a majority of the work. The DBE contract goal is 14 percent. Complete the work within a total of 90 working days beginning from the date specified on the County's Notice to Proceed. Bids must be accompanied by bidder's security equal to at least 10 percent of the bid. Payment bond to secure the claim payments of laborers, workers, mechanics, or materialmen providing goods, labor, or services under the Contract. This bond must be equal to at least 100 percent of the total bid. Performance bond to guarantee the faithful performance of the Contract. This bond must be equal to at least 100 percent of the total bid. Questions regarding this Invitation to Bid must be submitted in writing to the County's procurement website by 3:00 PM on July 29, 2020. The County will not respond to questions that might render the award of this contract invalid, nor will the County respond to any questions submitted after the deadline for submitting questions. The County will post the questions received, along with written responses, no later than 3:00 PM on July 31, 2020 to the County's procurement Portal. The general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations and are available from the California Department of Industrial Relations portal. County reserves the right to modify these requirements, including limits, based on the nature of the risk, prior experience, insurer, coverage, or other special circumstances.
