The Project involves replacement of the reinforced concrete spillway on the dam and includes the following major components: 1. Clearing and grubbing 2. Installation and removal of cofferdams for control of lake water 3. Demolition of existing reinforced concrete spillway and associated features 4. Excavation to neat lines and grades 5. Installation of a concrete cutoff wall 6. Installation of passive rock anchors 7. Installation of spillway underdrain system 8. Construction of new concrete spillway including semi-circular crest section, chute with vertical side walls, stilling basin, and stone riprap erosion control 9. Backfilling 10. Offeror shall comply with the Disadvantaged Business Enterprise Program (DBE) Guidance contained in Section 00 74 00, specifically contained in OWRB Form ORF-267. A statutory defect bond, performance bond, and payment bond will be required for this Project. Questions are to be submitted using the question and answer process on the procurement website. Responses to questions posted on the procurement website will be posted for the benefit of all Offerors. A response will be posted for questions submitted until 12:00 p.m. on August 11, 2020. Offerors must submit an acceptable Bid Security with their Bids as a guarantee that the Successful Offeror will enter into a contract for the Project with the Owner within 15 days of Notice of Award of the Contract. The Bid Security must be payable to Duncan Public Utility Authority in the amount of 5 percent of the proposed Contract Price. This project has a prequalification process. Bids will only be accepted from prequalified offerors, and only those will be invited to the pre-bid meeting. Details regarding the prequalification process are located in the bid instructions specification. The Project is to be substantially complete and ready for operation on or before 365 calendar days. The Project is to be complete and eligible for final payment 30 days after the date for Substantial Completion. This project has a prequalification process.
