In response to the unprecedented situation and to limit the community spread of COVID-19, the City of Bloomington is requesting that all vendors send their sealed bid/proposal submissions by USPS or Courier to the City of Bloomington, Attn: Office of the City Clerk-Bid Submissions, 109 East Olive Street, Bloomington, IL, 61701. If you must turn in a bid in person, you may take it to Grossinger Motors Arena, 101 S. Madison, Bloomington IL, outside box office windows on the northwest corner of Front and Madison. You may not respond with a faxed or electronic submission. All statements must be submitted in a sealed envelope with one (1) original hard copy, including City Bid documents, and one (1) electronic copy on USB Flash Drive or Compact Disc including City Bid documents is required. The City of Bloomington reserves the right to reject any and all bids and to waive technicalities. The City of Bloomington requires all contractors doing business with the City not to discriminate on the basis of race, age, color, religion, gender, ancestry, national origin, marital status, mental or physical disability unrelated to ability, familial status or sexual orientation. Bid must be accompanied by a Bid guaranty which shall not be less than ten percent (10%) of the amount of the Bid. Bid guaranty may be a cashier's check, money order, certified bank check, or a surety bond. All guaranties, except surety bonds, will be deposited and reimbursement checks and surety bonds will be issued to unsuccessful bidders following the bid award. The successful bidder will be required to provide Performance and Payment Bonds in the amount equal to 100% of the contract price, within ten (10) business days after the bid award. Contractors shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Prevailing Wage Act (820 ILCS 130/1-12) including Public Act 100-1177 effective June 1, 2019.
