Site work and paving for a road / highway in Asheville, North Carolina. Completed plans call for site work for a road / highway; and for paving for a road / highway.
Deadline to submit question: July 21,2020. The scope of this project is the milling and asphalt resurfacing of Reservoir Road and a portion of Livingston Street. Included in this work will be utility adjustments, ADA ramp installations, sidewalk repairs and shoulder reconstruction. Specifics: Livingston Street 1. Milling 4” and replace with 2” of intermediate mix and 2” of surface mix. 2. Operations include the entrance road and traffic circle. The parking lots and pull in parking is not included. 3. No pavement markings 4. Access cannot be cut. 5. Utility adjustments must be made before resurfacing. Reservoir Road 1. Milling 4” and replace with 4” of intermediate mix and 2” of surface mix. 2. Shoulder reconstruction of 6,400 linear feet. 3. Installation of asphalt curb. 4. Due to the narrowness of the road and the fact that multiple ways off the mountain exist the City will be open to closures of the work zone. 5. Utility adjustments must be made before resurfacing. Contract 1. This is a unit price bid based on estimated and contingent quantities the contractor will be paid for the actual amount that is installed and accepted. The City will adjust quantities to meet field conditions. 2. Bid bonds are required with the bid. Payment and performance bonds will be required once the contract is awarded. 3. Asheville Business Inclusion Goals -Form 1 shall be submitted with every bid. -If you self perform all of the work Form 2 will need to be completed. -If subcontracting, Form 3 will need to be completed. -Form 4 will need to be completed and submitted with the bid. Backup documentation will need to be submitted within 72 hours of notification. -Form 5 shall be submitted with every pay application. -Contact Rosanna Mulcahy at 828-259-8050 if you have questions. 4. In general, the hours of work are 7 a.m. to 7 p.m. Monday – Friday unless approved by the City of Asheville. Work outside of these days and hours shall be approved by the City. The contractor is responsible for all traffic control. Accommodations shall be made to get emergency vehicles, ART buses and school buses through the work zone without delay. 5. Flaggers shall be used when necessary. They need to be experienced flaggers. 6. The contractor needs to take the convenience of impacted neighborhoods into consideration and make sure that he communicates with the residents/businesses owners and City staff. Formal in-person bid openings have been suspended due to the COVID pandemic. The project managers and Purchasing staff will open the sealed bids via Youtube. All bid openings will be archived on the City’s bid page This Advertisement for Bids is posted on the City procurement website at www.ashevillenc.gov/bids te, or intermediate completion time shown in the contract, not as a penalty but as liquidated damages. Past the time for completion stipulated in the above paragraph the contractor shall be accessed liquidated damages in the amount of seven hundred and fifty dollars ($750.00) per calendar day.
