Should the lowest prime contractor not meet the 3% requirement, the next lowest responsible and responsive bidder that complies with the DVBE requirement will be awarded the contract. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor. For a public work project that is estimated (by the County) to be between $500,000 and $1 million, all bidders are required to make a good faith effort to meet-or-exceed a 3% DVBE subcontractor participation. The Good Faith Effort shall be documented demonstrating all participation was obtained prior to bid submittal. For a public work project estimated (by the County) to be less than $500,000, DVBE participation is encouraged, but not required.
