This bid is not yet out for bidding. It is not yet ready. This project consists of the removal of existing mulched playground surfacing and the installation of a rubberized playground safety surfacing with border and an asphalt walkway. A certified check or bank draft, payable to the order of the "Township of Springfield", negotiable US Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total bid amount shall be submitted with each Bid. The successful Bidder will be required to furnish and pay for Satisfactory Performance and Payment Bond and Labor and Materialmen's Bond, each for 100% of the contract amount. Bids must be made on forms furnished by the Township and unit prices entered on online. Bidder qualifications and schedule of prices shall be submitted with the bid. A Certificate of Insurance, showing proof of Workers Compensation Coverage, and a completed Commonwealth of Pennsylvania Public Works Employment Verification Form must also be submitted. This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, which provides that training, employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low and very low-income persons, particularly persons who are recipients of HUD assistance for housing. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Springfield Township reserves the right to reject any or all bids, to eliminate or reduce items or quantities, to waive any informality, or take other such action that is deemed to be in the best interest of the Township and as may be permitted law. Bids may be held by the Township for a period of up to 60 days from the date of Bid opening for reviewing bids and investigating qualifications of bidders, prior to awarding a Contract.
