The work generally consists of providing a 24-foot wide asphaltic concrete road from the west end of the existing parking lot, extending around the north and west side of the existing Committal Service Shelter, including turnaround cul-de-sac and total of 8 new parking stalls. Adding a changing-room and a storage room to the exiting committal shelter, 4 columbaria with total of 640 niches, approximately 207 double depth crypt plots and 407 cremains burial plots, memorial wall, service seals wall, covered entrance structure for the committal shelter, pedestrian walkway and gate, 3 new flag poles, 4-foot high chain link perimeter fence, landscape automatic irrigation system for both existing and new cemetery lawn areas, and new landscape as necessary to support the project. Consolidate electrical services for the committal shelter and the maintenance building so that both are metered together. Replace existing committal shelter electrical infrastructure to accommodate new architectural work. Provisions for lighting control system to control committal shelter exterior lights and receptacles. The estimated construction cost is between $3 million and $6 million. Due to the COVID-19 situation/incident, a pre-bid meeting in accordance with Hawaii Revised Statutes 103D-303.5 has been waived and will not be held. The estimated value of the public works contract is $250,000 or more and the apprenticeship agreement preference pursuant to Hawaii Revised Statutes 103-55.6 (ACT 17, SLH 2009) shall apply. The Hawaii products preference pursuant to ACT 175, SLH 2009 may be applicable for items of this solicitation. Persons wishing to certify and qualify a product not currently listed as a Hawaii Product shall submit a Certification for Hawaii Product Preference (form SPO-38) to: Department of Accounting and General Services, Public Works Division, 1151 Punchbowl Street, Room 426, Honolulu, Hawaii, Attn: Jolie Yee. The product shall meet the specifications of this project. The submittal must be received by DAGS by 4:30 p.m. on August 5, 2020. Late submittals for this solicitation will not be reviewed by this agency. Campaign Contributions by State and County Contractors Prohibited. If awarded a contract in response to this solicitation, offeror agrees to comply with H RS section 11-355, which states that campaign contributions are prohibited from a State and County government contractor during the term of the contract if the contractor is paid with funds appropriated by the legislative body between the execution of the contract through the completion of the contract.
