Site work, paving and outdoor lighting for a mixed-use development in Pemberton, New Jersey. Working plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; for outdoor lighting for a sidewalk / parking lot; and sidewalk / parking lot.

** As of 8/26/20 bids were rejected ** The AMENDED scope of work for this project consists of Pedestrian access improvements including ADA curb ramps, retro-fit of existing lighting, underground electric, streetscape, landscaping, new curb and sidewalk, and clarification on Traffic Control responsibilities. Bids must be on the official Bid Form which can be obtained from the Engineer, at the offices of ARH Associates, 215 Bellevue Avenue, Hammonton, NJ 08037 and accompanied by a Consent of Surety, a Non-Collusion Affidavit, other documents required pursuant to the specifications, and a certified check, cashier's check or bid bond in the amount of 10% of the amount bid but not in excess of $20,000.00, and be delivered at the place on or before the hour named above. Each Bid must state the name and address of person, firm and corporation interested in the same as a principal. Specifications provide for receipt of Bids by mail. Those Bids which are mailed to the contracting unit shall be sealed, properly marked and shall only be opened for examination at such time and place as all Bids received are unsealed and announced. The Mayor, Council and its Solicitor (hereinafter referred to as Owner) will be the sole discretionary body for consideration or rejection of the Bids, along with the NJDCA. This project is funded thru the Small Cities Grant Program of the State of New Jersey Department of Community Affairs. Bidders that picked up plans and specs from the first bid will NOT be required to pay for the amended bid documents. Withdrawal of Bids Any Bid may be withdrawn prior to the above scheduled time for the opening of Bids or any authorized postponement thereof. Bids received after time and date designated shall not be considered. The provisions of N.J.S.A. 40A:11-23.3 shall be adhered to on this project. Affirmative Action Regulations Bidders are required to comply with the requirements of P.L. 1975, c.127 (NJAC 17:27). Contract Completion Construction shall commence at the project site within fourteen (14) calendar days after the date to be specified in the written 'Notice to Proceed' by the Engineer and shall be completed within 90 calendar days from the date the written 'Notice to Proceed' is given, unless otherwise agreed to. Prevailing Wage Requirements The provisions of the Federal Department of Labor's current wage rate determinations and the New Jersey Prevailing Wage Act are requirements of this project. This project is being funded by a grant provided by the Department of Community Affairs (DCA) under the Small Cities CBDG Program for streetscape improvements and pedestrian accessibility. It is further mutually understood and agreed that the Work embraced in this Contract shall be e completed within ninety (90) calendar days from date the written 'Notice to Proceed' is given, unless otherwise agreed to. Bidders can visit www.SAM.gov for more information. Bidders are NOT required to hold said completed registration at the time of bid submittal, however, said bidder must show proof of full application to Department. Scope of Work Pull local permits for electrical and foundations. (Township to pay fees) Set up traffic control and soil erosion control Reset signs & business monument signs with new footings as needed. Removal of large trees including stumps. Removal of old sidewalks and concrete reinf retaining wall. Removal of organics to build new concrete structures. Removal and stockpiling of old decorative lanterns Install new LED lanterns with new footings and underground conduits with boxes. Install new irrigation system Construct new curbs Construct new 4, 5 & 6-ft wide concrete walks, with red brick coping design. Build retaining wall along cemetery fence line. Relocate Telephone poles from Market to Trenton Road at cemetery Install new landscaping, grass cover. Install streetscape items. Install way-finding signs with foundations Final clean-up As-builts The bonds required for the faithful performance of the contract, and security for payment of all persons performing labor on the project under this contract, and furnishing materials in connection with this contact, shall each be in such sum equal to one hundred percent (100%) of the estimated cost of the work according to the contract prices, satisfactory to the Owner, and executed by a Surety Company licensed to do business in the State of New Jersey in compliance with NJSA 2A: 44-143 to 147 and amendments thereof and supplements thereto. The requirement to submit such performance guaranty will not be waived.
