Site work and new construction of a golf course in Altoona, Iowa. Completed plans call for the construction of a 8,546-square-foot golf course.

The project involves the demolition of the existing clubhouse and specific site elements to make way for the construction of a new 8,546 square foot clubhouse with full basement and site improvements. In addition the project scope involves the modification of the exterior of an existing auxiliary building that will be temporarily used as the main clubhouse during construction. Bidders are to submit proposals covering the entire scope of work outlined in the contract documents for the project. Proposals shall include all materials, labor, applicable taxes, clean-up, disposal, equipment, transportation, permits, etc., for proper execution and completion of the work. The results will be reported to the City of Altoona at its meeting at 6:30 PM on September 8th, 2020, at which time the city council may take action on the proposals submitted. (If you have trouble getting signed in to the GoToMeeting, please call City Hall and ask for Jeff Bier 515-967-5136) Time for Commencement and Completion of Work: Work shall commence upon approval of the contract by the City Council and as stated in the Notice to Proceed. All work under the Contract must be substantially complete on or before June 1, 2021. Contractor shall be liable to the city for payment of liquidated damages in the amount of $100/day for each day that Substantial Completion is delayed beyond the Contract Time as adjusted for time extensions provided by the Contract Documents. Bid Security: Each bidder shall accompany its bid with a bid security, as defined in Iowa Code Section 26.8, as security that the successful bidder will enter into a contract for the work bid upon. The bidder's security shall be in the amount equal to 10% of the total amount of the bid. The bid shall contain no condition except as provided in the specifications. Sales Tax Exemption Certificates: The bidder shall not include sales tax in the bid. The City of Altoona will distribute tax exemption certificates and authorization letters to the Contractor and all subcontractors who are identified. The Contractor and subcontractor may make copies of the tax exemption certificates and provide a copy to each supplier providing construction materials. These tax exemption certificates and authorization letters are applicable only for this specific project under the Contract. The City of Altoona reserves the right to reject any and all bids and waive informalities and irregularities in the bidding process.
