Renovation of a water / sewer project in Portland, Oregon. Completed plans call for the renovation of a water / sewer project.
Project is part of the broader Secondary Treatment Expansion Program (STEP)—a major infrastructure upgrade led by the City of Portland’s Bureau of Environmental Services. The WWCL rehabilitation focuses on enhancing the plant’s capacity to manage peak wet weather flows, which can reach up to 450 million gallons per day. It includes demolition and replacement of aging clarifier infrastructure and integration with new 150-foot diameter secondary clarifiers, which became operational in December 2024 The clarifiers are seismically reinforced and designed to improve biological treatment and operational resilience during extreme weather events. This project is included in the City of Portland Planning and Sustainability Fiscal Year 2024-2025. As of July 10, 2025, project is already under construction. Completion expected early 2027. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly.
