The advertised project involves the implementation of remedial activities selected for Operable Unit No. 3 - On-Site Structures at the AL Tech Specialty Steel Corp. site located in the Town of Colonie, Albany County, New York. Remedial activities include, but are not limited to, characterization, cleaning, demolition and offsite disposal of 22 primary industrial steel-making structures and appurtenances. Additional removals shall include ancillary structures such as the clarifier tank, lime storage tanks, above ground storage tanks, underground storage tanks, support sheds, utility poles, concrete barricades with and without bollards, secondary concrete containment structures and substation transformer racks. Water present in vaults, pits or other subgrade structures shall be evacuated and treated prior to discharge to a Department-provided outfall. Restoration of the site shall follow removal of structures. The estimated value of this work is between $15,000,000.00 and $20,000,000.00. Each Proposal must be accompanied by a Deposit or Bid Bond in the amount of five percent (5%) of Proposer's Bid amount. All Bidders must attend the Pre-Bid Conference to receive special requirements and/or instruction for the Contract. Pre-Bid Info - Please provide name(s) of attendee, company represented, contact information and indicate preferred Pre-Bid Conference session. Efforts will be made to accommodate preferred time; however, group sizing is paramount and some attendees may be asked to join the alternate gathering. Attendees must be OSHA 40-hour HAZWOPER (29 CFR 1910.120) certified to enter upon the site for participation in the Pre-Bid Conference and tour. Level-D PPE will be required at a minimum to participate in the site tour. Due to conditions present at the site, the following additional equipment is recommended for the site tour: A powerful flashlight, Sturdy comfortable footwear; a comprehensive tour of the site will take two or more hours, Attendees are encouraged to review the New York State Department of Health Information on Novel Coronavirus. Attendees travelling to the Pre-Bid Conference from outside of New York State shall review and self-implement restrictions or requirements which may be in place at the time of travel. In order to reduce the Coronavirus risk at this project site during the Pre-Bid Conference all attendees are requested to adhere to the following guidelines at a minimum: Implement social distancing such as not shaking hands and maintaining a distance of at least six (6) feet from other attendees. Per Executive Order 202.17, any individual who is over age two and able to medically tolerate a face-covering shall be required to cover their nose and mouth with a mask or cloth face-covering when in a public place and unable to maintain, or when not maintaining, social distance. The Contractor shall adhere to the New York State Department of Environmental Conservation Guidelines Regarding Permissible Contacts During a Procurement and the Prohibition of Inappropriate Lobbying Influence.
