Site work and paving for a mixed-use development in Newark, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Consistent with Governor Murphy's Executive Orders 103, 104 and 107 on COVID 19, NJ TRANSIT is committed to continue procurement operations to the maximum extent practicable. The apparent bid results for this IFB will be made available for viewing electronically The work under this Invitation for Bid generally includes, but is not limited to, all necessary operations to perform the construction associated with the Newark Penn Station Bus Lane Paving & Drainage Improvement Project (NPS). The work of this Contract involves repairs to the drainage system and pavement work at the north and south end of the Newark Penn station bus lanes at both Raymond Boulevard and Market Street. NJ TRANSIT operations will be maintained during the entire construction period. All work must be in strict conformance with the drawings and technical specifications provided in the Bid Documents. Questions regarding this procurement must be directed to Raven Costa, Lead Contract Specialist, via email: RACosta@NJTransit.com In order to submit a bid, NJ TRANSIT recommends that Bidders apply for a digital ID at least seven ( 7 ) business days prior to the bid due date. All Bidders must be prequalified by NJ TRANSIT, for the character and amount of their bid submitted. Bidders are required to be prequalified with a classification of "BR"- Building Construction- Rail Operating Railroad Environment as a "GC" (General Contractors), for an amount of work that is equal to or greater than their bid amount with a minimum rating of "I" ($1,000,001 to $2,000,000). Prequalification questionnaires are available for download. Bidders who are not currently prequalified as required or whose prequalification has expired must submit completed prequalification forms to NJ TRANSIT's Procurement In-Take Unit no later than seven (7) calendar days after the scheduled pre-bid conference date. Late submissions will not be considered for this solicitation. Currently, there is no scheduled Site Visit. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, regarding Equal Employment Opportunity Laws and Regulations. NJ TRANSIT further requires that its Contractors shall agree to take all necessary and responsible steps in accordance with N.J.A.C. 17:14-1.1 et seq. to ensure that Small Business Enterprises (SBE) have the opportunity to participate in the performance of this contract. A one-hundred percent (100%) Category 6, SBE Goal has been set for this project. Contractors and subcontractors are also required to comply with the State of New Jersey, Division of Revenue Business Registration Certificate requirements (P.L. 2004, c.57). Contractors or Subcontractors shall not engage in the performance of any work, unless the Contractor or Subcontractor is registered with the New Jersey Department of Labor and Department of Treasury Division of Revenue, as required. In addition, Source Disclosure Requirements (N.J.S.A. 52:34-13.2) apply to this project. In accordance with N.J.S.A. 27:25-11(b) (3) and N.J.A.C. 16:72-2.2, bidders are notified that a bid bond in the amount of ten percent (10%) of the bid price is required with their bids. This project is subject to the requirements of the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. and the Business Registration Certificate Requirement, N.J.S.A. 52:32-44
