Demolition, site work, paving and new construction of a civil project in Stamford, Connecticut. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

As of October 24, 2022, an engineer consultant has been awarded. *The closed solicitation has been included below for reference: The Connecticut Department of Transportation (Department) is seeking to engage one (1) consultant engineering firm to provide planning and engineering services associated with the replacement of Bridge No. 00032, which carries I-95 over Metro North and local streets, and the associated reconfiguration of I-95 between Exits 7 and 9 in the City of Stamford. The selected consultant firm will utilize a Planning and Environmental Linkage (PEL) process, resulting in a PEL Study, which will identify alternatives and key issues for future analyses and environmental review processes, and which will propose phasing, early action projects, and priorities. The process will evaluate existing needs and deficiencies within the project area, develop a draft purpose and need, design and evaluate concepts for the replacement of Bridge No. 00032, as well as the realignment of I-95, and identify potential environmental impacts within the study corridor. The selected firm will identify the recommended class(es) of action under the National Environmental Policy Act (NEPA) and the prioritization or phasing of those projects with respect to their importance and anticipated available funding, including identification of projects in the study area with independent utility and logical termini that improve traffic operations and safety on the mainline and local roadway network. Discrete engineering tasks to support any early action projects identified during the study process may also be included in the assignment. The scope of the study will consist of developing a broad spectrum of feasible alternatives for the reconfiguration of the Interstate which address the needs and deficiencies of the corridor. A public involvement program, modern expressway design, and coordination with railroad requirements will guide the development of alternatives. Coordination with Department staff, including the Major Structures Group, will be necessary to ensure Department-led rehabilitation initiatives in the study area are compatible with the temporary construction conditions and final configuration of the corridor. Conceptual renderings and constructability of the proposed alternatives are anticipated to be important components of the studies. The value of the contract is estimated to be approximately $3-4M and is anticipated to utilize either a lump sum or cost plus fixed-fee payment method. An approximate timeline of 2-3 years is expected to complete this PEL Study, at which time the Department anticipates initiating the next phase, which is expected to be a combined NEPA/design assignment. The next phase will not be part of this solicitation. The selected firm must provide all electronic design data (i.e., Ground files, Design files, Digital Terrain Models [surfaces], Alignments, Contract Plans, and/or all other Electronic Engineering Data) in Bentley Systems, Inc. MicroStation V8i (SELECT series 3) and InRoads Suite V8i (SELECT series 2) formats. Submissions will also be required to comply with the Department's Digital Design Environment and the Digital Project Development Manual Firms responding to this request should be of adequate size and sufficiently staffed and experienced to perform this assignment and will be required to provide the necessary staffing upon execution of the contract. The selected firm will also be required to establish and/or maintain a Connecticut office for the duration of the assignment, with the Project Manager available on a daily basis for the direct and visual supervision of the staff performing the majority of this assignment. If your firm would like to be considered for this assignment, your submittal should consist of a letter-of-interest limited to one (1) page, a Department Form CSO 255 and a maximum of five (5) resumes which are limited to two (2) pages each. One of the resumes must be that of the proposed Project Manager in charge of the work, as well as the assurance that he/she will be available for work when required. (The CSO 255 form can be found online) You are advised that a Disadvantaged Business Enterprise (DBE) goal applies to this contract. The goal will be no less than six percent (6%) of the agreement value. Within the letter-of-interest submittal, you must include the designated certified DBE sub-consultant(s) which you plan to use. To be eligible for DBE credit, the sub-consultant(s) must be currently certified by the Department. If the prime consultant is a Connecticut certified DBE firm, they will satisfy the DBE requirement provided their percentage of work performed meets the assigned goal. All firms are advised that the prime consultant must perform the major part of the work with employees of the firm. Joint venturing will not be allowed. The Department reserves the right to add an additional project(s) of a similar nature for a separate selection should additional projects become available prior to the interview phase of the selection process.
