*As of January 8, 2021, a general contractor has been awarded and pre-construction services are underway. Construction is expected to begin in early March 2021. Sarpy County is soliciting proposals for Statement of Qualifications (SOQ) for Construction Manager General Contractor (CMGC) services for the CONNECT Sarpy roadway construction program, generally located in the vicinity of 180th & Giles Road. The selected Proposer will provide pre-construction phase Construction Management services and is intended to be the General Contractor during the construction phase. Sarpy County is soliciting CMGC services for the CONNECT Sarpy roadway construction program, generally located in the vicinity of 180th & Giles Road. The selected Proposer will provide preconstruction phase Construction Management services and is intended to be the General Contractor during the construction phase. However, the construction contract is not guaranteed. The proposed project area is generally located between Harrison Street to Highway N-370, and 168th to 204th streets, currently known as the CONNECT Sarpy 180th and Giles Roadway Project area. The 9 square mile region will include approximately nine miles of roadway improvements, as depicted in Exhibit A. Approximately seven miles are not yet contracted for construction and are intended for inclusion in the CMGC construction contract. Sarpy County is working in conjunction with adjacent developers, SIDs, and utilities to prepare construction documents for the proposed roadway network within this region. A brief description of each of the proposed roadway segments and status of design is provided. The time period for the work described in this scope is approximately three to four years. It is the desire of Sarpy County to complete construction as soon as reasonably possible. Acceleration of the overall construction timeline will be discussed with the contractor during the pre-construction phase of the project. Sarpy County shall have access to all GMP proposal documents, quotations, takeoffs, and other construction cost estimates during negotiations. Issuance of the Construction Contract will be subject to the Proposer posting 100% performance and payment bonds, insurance, and being compliant with Sarpy County procurement policies. The County shall have the right to reject any and all proposals at no cost to the County. The County may thereafter solicit new proposals or may cancel the construction manager-general contractor procurement process Roadway Segment 1: 180th Street: Storage to Cornhusker & Giles Road: 174th to S. Papio Creek Work Description: Work consists of grading and paving of a 3-lane urban section on 180th from Cornhusker to Meridian, including a CBC structure and roundabout at the intersection of 180th & Cornhusker. Paving a 4-lane divided urban section on 180th between Meridian and Giles; and grading a 4-lane divided section and paving a 3-lane section on 180th, from Giles to Storage Road with a 4-span viaduct over BNSF and S. Papio Creek. Additionally, paving a combination 3-lane/4-lane divided urban section on Giles between 174th and S. Papio Creek. Roadway Segment 2: Giles Road: S. Papio Creek to 192nd & 192nd Street: Giles to Meridian Work Description: Work consists of improving 192nd Street to a 3-lane paved section between Meridian and Giles, including widening of existing S. Papio Creek bridge, a culvert replacement, and new 3-span viaduct over BNSF. Additionally, grading and paving a 3-lane urban section on Giles Road, between S. Papio Creek and 192nd, including a 3-span viaduct over BNSF, and a single span bridge over S. Papio Creek. A roundabout is proposed at the intersection of 192nd and Giles.
