The City of Sigourney intends to modify their existing continuous discharge four-cell lagoon treatment system. The modifications include constructing four aerated, horizontal flow submerged attached growth reactor (SAGR) cells to the end of the existing four-cell lagoon; upgrading the influent structure and effluent structures, lagoon aeration and aeration equipment; and construction of sanitary and storm sewers. More specifically, the proposed treatment system includes construction of an office building and garage; influent and effluent structures and buildings; blower building; composite sampler building; Parshall flumes; aeration system; emergency power, electrical and controls; lagoon aeration and aeration equipment; lagoon piping and structure modifications; grading; drain and tile lines; storm sewer; sanitary sewers; PCC concrete; removal of existing building and structures; chain-link fencing; clearing and grubbing of trees; seeding; and miscellaneous appurtenant items. The proposed wastewater treatment plant improvements listed shall be substantially completed and operational on or before November 19, 2021. This shall include lagoon aeration, SAGR, blower improvements, sanitary sewer piping, and buildings. The entire project shall be completed on or before May 6, 2022. Bidder agrees to pay as liquidated damages the sum of $500 for each consecutive calendar day after the specified completion dates that the applicable project is not fully completed.
