The City of Trenton, New Jersey (hereinafter referred to as the Owner), is soliciting sealed Request for Proposals through a Request for Proposal (RFP) process from qualified Design and Engineering firms to provide Professional Design and Permitting Services for the development of the Marine Terminal Trail and Cooper Field Connector (Property), a multi-use trail system which will connect to existing trail circuits. The Property consists of Block 12402, Lot 1.01 which is located between Lamberton Road and the eastern bank of the Delaware River in the City of Trenton, and Block 11101, Lot 2 which is between State Highway 29 and Union Street. Both Lots are owned by the City of Trenton. Block 12402, Lot 1.01 is home to the Marine Terminal Park on the northern portion of the Lot and includes an existing boardwalk which is in extreme disrepair. Midway through the Lot sits the Trenton Public Boat Ramp which is frequently used by both residents and visitors to the City. The balance of the Lot is home to a number of commercial and industrial uses. Block 11101, Lot 2 is north of Cooper Field and Park, and just south of residential townhomes and Parker Elementary School. The proposed project will create the Marine Terminal Trail and Cooper Field Connector which will begin to fill the gaps between existing circuit trails. The proposed Marine Terminal Trail is a missing link in what would connect the Bordentown Light Rail station with Downtown Trenton. The proposed Cooper Field Connector will provide a safe connection between Trenton neighborhoods, the Cooper Pool, and the Waterfront. Proposals submitted in response to this RFP must address all task items and all requirements set forth in the Consultant Scope of Services and in the order in which they appear. The primary goal of the project described below in the Proposed Construction section is to provide for design and permitting of a multi-use trail. The improvements will expand travel choice, draw attention to the waterfront and the historic Marine Terminal Park, and enhance the safety of pedestrians, bicyclists, and other non-motorized forms of transportation.
