Brighton Weir was originally constructed in the 1970s and was rebuilt in 2004 to meet embankment standards. It currently provides a minimum of water quantity control and an insignificant amount of water quality treatment. Because a retrofit of this facility was not included in the Muddy Branch Watershed Plan (2014), this project would fund a study to investigate the feasibility of retrofitting the facility to provide water quality treatment and to prepare a cost-benefit study comparing a retrofit to other possible projects in Malcolm King Park. The drainage area to this facility is large (approximately 2000 acres) and is approximately 50 percent impervious. Significant water quality credits might be realized at this location. Preliminary information from a state permitting agency indicates that a retrofit of the existing facility might be difficult to permit. The study would begin in late FY20 and continue into FY21. Conceptual designs of the most feasible project(s) identified in the study would move into a full design in FY22 with construction in FY23 through FY25. The project is included in the city's 2022-2026 Capital Improvement Program (CIP).
