The scope of work generally includes the trenching and installation, pipe bursting, pipe reaming, or curedin-place installation of 6-inch to 10-inch sanitary sewer pipe, localized pipe repairs, reconnections/replacement of sewer laterals, installation/replacement/rehabilitation/removal of sanitary sewer manholes, and the surface restoration of existing improvements. Bids are required for the entire work described herein in accordance with the instructions to bidders. The Engineer's Estimate including Alternate Bid packages is between $4,000,000 and $5,00,000. All questions and comments regarding the plans and specifications should be directed to the Project Manager indicated below and will only be responded to if received in writing at least five (5) working days before the bid opening. A Class A, Contractor's License is required for this work. Work will be done and payments will be made in accordance with provisions more particularly described in the plans and specifications. All work shall be diligently prosecuted to completion before the expiration of Ninety (90) Working Days for Base Bid and up to an additional Ninety (90) Working Days if Alternate Bids are awarded from the date of receipt of the "Notice to Proceed". If the Contractor fails to complete the work within the above-specified time limit, the Contractor shall pay liquidated damages to the City, computed at the rate of Two Thousand and One Hundred Dollars ($2,100) for each working day beyond the specified time limit until the project is completed. Bids must be accompanied by a Proposal guarantee amounting to ten (10%) percent of the bid as described in the specifications. Said guarantee shall be forfeited to the City in case the bidder depositing the same does not, within fifteen days after written notice that the contract has been awarded to him (1) enter into a contract with the City and (2) furnish Performance and Payment Bonds as described in the specifications. The City Council reserves the privilege of rejecting any and all proposals or to waive any irregularities or informalities in any proposals or in the bidding. No bidder may withdraw his proposal for a period of ninety (90) calendar days after the date set for opening of proposals.
