Loudoun Water intends to award a purchase order for this Work to the Offeror whose quotation complies with the requirements of this solicitation and who offers to perform the Work at the lowest price. Loudoun Water reserves the right to waive informalities and reject all quotations. Loudoun Water also reserves the right to cancel this solicitation. A bid bond is not required for this quotation. The Work includes connecting the existing 30" diameter transmission water main to the existing 12" diameter distribution water main. A more comprehensive description of the scope of Work is given in the attachments. Payment: The Contractor shall be paid in full upon satisfactory completion of the Work. The Owner will not make interim, partial payments for completed Work. Contract Price: Quotation shall be in the form of a firm lump sum price for all Work required (Contract Price). All pricing shall include all taxes and delivery charges, and shipping shall be FOB Destination freight prepaid, (Contractor pays and bears all freight charges and owns goods in transit) and any other costs necessary to complete the Work. Questions Due to procurement@loudounwater.org By: September 8, 2020 Quotations Due to procurement@loudounwater.org By: September 15, 2020 Schedule: The Contractor shall submit to Loudoun Water a schedule for performing the Work prior to the Work starting. Contractor shall coordinate the Work with Loudoun Water. Contract Time: The Offeror who is awarded a purchase order for the Work agrees to complete the Work within 90 days (Contract Time) of issuance of the notice to proceed. Liquidated Damages: If the Contractor does not complete the Work within the Contract Time, liquidated damages in the amount of $200/day will be assessed for every calendar day beyond the Contract Time until the Contractor completes the Work. Bonding and Insurance: The Contractor shall submit its insurance certificate meeting the requirement of the Short-Form General Conditions with its quotation. Payment and performance bonds are not required.
