Any changes resulting from inquiries shall be issued through a written addendum from Loudoun Water. The purpose of this Invitation for Bid, IFB# 2018-045-1230002, is to solicit sealed bids to establish a contract through competitive bidding for tank inspection services of Loudoun Waters storage, pressure, and process tanks located throughout Loudoun County. The successful Contractor shall furnish all labor, equipment and materials required for the inspection of 17 storage tanks, eight (8) pressure tanks, and 17 process tanks related to the Tank Inspection Services project. The tanks are located throughout Loudoun County. Attachment G Tank Information includes addresses and information for all tanks. Each bid shall be accompanied by a bid bond or guarantee of five percent (5%) of the amount of the bid, which shall be a certified check, cash escrow or a bid bond payable to Loudoun Water. If you are submitting a certified check it must be mailed or delivered with the bid to Loudoun Water, Attn: Procurement Department, 44865 Loudoun Water Way, Ashburn, VA 20147. The sureties of all bonds shall be of such surety company or companies as are approved by the State and are authorized to transact business in the Commonwealth of Virginia. Such bid bond or check shall be submitted with the understanding that it shall guarantee that the bidder will not withdraw such bid during the period of (60) sixty days following the opening of bids; that if such bid is accepted by Loudoun Water, the bidder will accept a contract, if awarded, and perform under the terms of the Invitation for Bid and contract, or forfeit the deposit. The bid guarantee will be returned upon award of a contract. This clause shall only apply to contracts in excess of $100,000.00. Contract Period: The base term for this Contract shall be ten (10) contract years from date of award. Owner shall issue a purchase order for the services to be performed that contract year. The Contractor shall not perform any work until a purchase order has been issued. Upon consent of both parties, contract can be renewed for up to ten (10) additional one-year terms.
