The Rochester Conservation Commission is issuing a Request for Qualifications for civil and environmental engineering firms to provide on-call peer review services on an as-needed basis. The firm must have a professional engineer on staff competent in wetlands and stormwater work to oversee the supplied services. The firms (Firms) will provide peer review civil and environmental engineering services on projects filed with the Commission as needed. The Firms shall be chosen on a project by project basis by, and report only to, the Commission and/or its designated Agent. Services may include review of hydrogeologic and drainage analysis, resource area survey and delineation, analysis of wetland resource area values, impacts on municipal conservation lands, on-site monitoring during construction, or other services related to the project deemed necessary by the Commission. The Rochester Conservation Commission will review proposals and rank finalists on the relative writing quality, readability, responsiveness to RFQ, experience and understanding of the role of peer review consultant. Proposals that clearly and concisely organize their response and make it easy to evaluate the response will be more highly ranked.
