Construction of the "Cast Iron Pipe Replacement 2020" a Water Main replacement pr o j e c t consisting of approx. 320 feet of 4" PVC main; 12,510 feet of 6" PVC main; 2,520 feet of 8" PVC main: 8,310 feet of 10" PVC main; 2,060 feet of 14" PVC main along with all necessary hydrants and appurtenances. N e i t h e r t h e State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 U S C 2 7 6 a t h r o u g h 276a-5) as defined by the United States Department of Labor, the E m p l o y m e n t o f Illinois Workers on Public Works Act (30 ILCS 570), and the "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comp l y w i t h t h e President's Executive Order No. 11246, as a m e n d e d . T h e r e quirementsfor bidders and contractors under this order are explained in 41 CFR 60-4. Bids may be held by the City of Mt. Vernon for a period not to exceed 60 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. The City of Mt. Vernon reserves the right to reject any or all Bids or to waive any informalities in the bidding processes.
